Canada no longer charges the 100% surtax on Chinese-made electric vehicles. It took effect on October 1, 2024, and was repealed on March 1, 2026. In its place is a limited annual quota: eligible vehicles imported under the quota face Canada’s 6.1% most-favoured-nation tariff and require shipment-specific permits. As of October 8, 2026, the second quota period is underway.
Is Canada still charging a 100% tariff on Chinese electric cars?
No. The 100% surtax applied from October 1, 2024, until its repeal took effect on March 1, 2026. It was imposed in addition to the then-applicable 6.1% most-favoured-nation (MFN) tariff. Canada’s current arrangement is not an open-ended return to the old rate: eligible imports are subject to a quota and permit controls, and the 6.1% MFN tariff still applies.

What replaced the surtax?
Canada and China announced a strategic partnership and preliminary joint arrangement on January 16, 2026. The replacement system took effect March 1. It allows a defined quantity of Chinese-origin EVs to enter at the MFN rate rather than the former 100% surtax, subject to quota availability and permits.
Quota size and timing
The initial annual quota is 49,000 vehicles. For the second period of quota year one, running September 1, 2026, through February 28, 2027, the available amount is 24,500 vehicles plus any unused quantity from the first period. The Global Affairs Canada notice says allocation is first come, first served. The Canada Gazette regulation says the annual quota volume is set to increase by 6.5% each year and that the initial quota represents less than 3% of Canada’s new-vehicle market. Those are stated policy parameters, not evidence of how much quota has actually been used.

Tariff and affordability reservation
The 6.1% MFN tariff is not zero duty, and quota access is not unlimited. The Canada Gazette also sets a growing reservation within the quota for vehicles with an FOB price of $35,000 or less: 10% in year two, rising to 50% in year five. FOB refers to the vehicle’s free-on-board price; this reservation does not guarantee a Canadian retail price at or below $35,000.
Who and what qualify under the current rules?
The arrangement applies to vehicles that originate in China under the applicable substantial-manufacture test, not simply to any vehicle associated with a Chinese brand. Covered imports require a shipment-specific permit. The Global Affairs Canada notice identifies Canadian-resident original equipment manufacturers as eligible importers and permits a non-resident OEM to appoint a Canadian-resident agent.

The 2024 measure covered electric and certain hybrid passenger automobiles, trucks, buses, and delivery vans. Under the current import-control notice, certain non-passenger vehicles in specified tariff classifications are excluded, including electric golf carts and three-wheeled mobility scooters. Importers need to check the notice’s classifications and eligibility requirements for a particular shipment; vehicle type or brand alone does not establish eligibility.
Why did Canada impose the 100% surtax in 2024?
In its August 2024 announcement, the Department of Finance said the measure was intended to protect Canadian auto workers and the EV supply chain from what the government characterized as unfair, non-market competition, including state-directed overcapacity. That is the government’s stated rationale, not an independent determination established by the tariff announcement.

The government’s release said Canada’s auto manufacturing industry directly supported more than 125,000 jobs. It also cited global EV export figures of $47.2 billion in 2023, compared with $0.2 billion in 2018, as context for China’s manufacturing and export growth. The figures and rationale were presented by the Department of Finance in 2024.
Then Deputy Prime Minister and Finance Minister Chrystia Freeland said the government was “moving forward with decisive action to level the playing field, protect Canadian workers, and match measures taken by key trading partners.” Then International Trade Minister Mary Ng said: “Global trade rules are not always adequate to protect against the type of non-market behaviour we have witnessed from China in this sector.” Both were political statements accompanying the 2024 policy, not descriptions of the rules now in force.

Does the 2024 “follows the US” framing still apply?
Only as a description of the 2024 decision. Canada’s current policy is the 2026 quota arrangement with China, and the Canadian government sources cited here do not establish the U.S. tariff rate or policy status as of October 8, 2026. The comparison should not be read as saying the two countries’ current measures are aligned.
