Can Nature-Based Solutions Lower Insurance Costs? What the Billions Claim Means

Nature-based risk reduction can complement insurance, but the “billions” claim describes potential funding for nature and adaptation—not established savings on homeowners’ premiums.

Potentially, but not as an automatic discount for homeowners. Wetlands, reefs, forests and other nature-based measures can reduce some physical risks, while insurance can cover remaining losses or fund restoration. A 2026 research article estimates that directing a small share of global property-insurance spending toward nature and adaptation could mobilize tens of billions of dollars a year. That is a potential funding opportunity—not a tally of premium savings already received by policyholders.

How can nature-based solutions affect insurance?

Nature-based solutions use ecosystems or ecological approaches to reduce exposure to hazards. Wetlands can buffer floodwaters, dunes can absorb storm surge, reefs and mangroves can reduce coastal wave impacts, and ecological forest management can address some severe wildfire risks. Urban green space can reduce heat-island effects. A levee setback gives river water more room to spread and can reduce water velocity. The relevant hazard and local ecology determine whether a particular intervention makes sense; none is a universal substitute for other risk controls.

Insurance complements these physical measures in several distinct ways:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Property-risk assessment: An insurer may account for a measurable reduction in expected losses when underwriting or pricing property coverage.
  • Natural-asset insurance: A policy can insure a reef or another natural asset and release restoration funds when specified conditions are met.
  • Community risk financing: Risk reduction, such as a levee setback, may be assessed alongside pooled or community-based flood insurance.

These designs do not benefit the same parties in the same way. A restoration payout to repair a reef is not a homeowner premium discount, and a modeled reduction in property losses is not necessarily a change to a policyholder’s bill.

What does “billions” mean?

A 2026 article in Communications Earth & Environment estimates annual global property-insurance premiums at about US$1.2 trillion. The authors derive that estimate from industry estimates of property-and-casualty premiums and reporting that property insurance represents about half of that total. They argue that directing even a small portion of this spending toward nature-based risk reduction could unlock tens of billions of dollars per year for nature and adaptation.

The authors describe this as an order-of-magnitude potential and say a detailed calculation of its impact is outside the article’s scope. It is not measured funding already committed, nor a series tracking discounts delivered to households. The distinction matters: the headline’s billions refer to a possible source of investment, not proven savings on insurance premiums.

Case Reported result What it represents
Northeastern U.S. coastal wetlands during Superstorm Sandy A study summarized by the California Department of Insurance estimated that wetlands avoided as much as US$625 million in direct flood damages. The report also gives the study’s estimate that salt marshes reduced annual flood losses by an average of 16%, with greater reductions in lower-elevation areas. Study estimates reported by the California Department of Insurance—not a guaranteed effect for other wetlands or a household premium discount.
California wildfire insurance The Nature Conservancy (TNC) reports that a policy developed with Willis and accounting for forest-management efforts had a 39% lower premium and an 89% lower deductible. A reported outcome for that specific policy and community, not a typical discount available to every property owner.
Quintana Roo coral reefs TNC reports that Hurricane Delta triggered a payout of nearly US$850,000 in 2020 under a reef and beach insurance policy. An actual payout to fund natural-asset repair and restoration, not ordinary homeowners coverage.
Hawai‘i coral reefs TNC says the first U.S. coral-reef insurance policy launched in 2022 and was renewed in 2025. It covers areas around the eight Main Hawaiian Islands and has a US$200,000 minimum payout. A policy insuring the reef so restoration funds can be released after specified storm conditions; the minimum payout is not a homeowner benefit.
Missouri River levee setback A TNC and Munich Re US analysis found that insurance modeling for river flooding could generally account for the risk reduction from the particular setback, with lower modeled expected losses and premiums. A project-specific modeling result. The authors caution that its conclusions cannot be applied to another risk.

When might a household see a lower premium?

A lower bill is possible only if the intervention reduces a risk relevant to the property and the insurer recognizes that reduction in underwriting or pricing. The evidence does not establish a general rule that planting vegetation, supporting restoration or living near a restored ecosystem will lower a homeowner’s premium.

For a specific property or project, the useful questions are:

  • Which hazard is being addressed, and what ecosystem or intervention is involved?
  • Is the reduction in expected losses measured, estimated or modeled—and for which location and conditions?
  • What insurance design is being discussed: property coverage, a natural-asset policy, or community risk financing?
  • What triggers a payout, who receives it, and who is responsible for restoration?
  • Does the insurer explicitly recognize the intervention in its underwriting, premium or deductible?

These distinctions help separate physical risk reduction from financial benefits. Ecosystem projects can have additional benefits, but those co-benefits alone do not establish that an insurer will change a policy’s price or terms.
