California adopted new autonomous-vehicle regulations in April 2026 that strengthen traffic enforcement and emergency-response requirements. The California DMV’s announcement does not establish a new rule deciding who pays damages when a robotaxi crashes. Those are different kinds of legal responsibility, and the available official material does not support treating the new rules as a change to civil crash liability.
What California changed in April 2026
On April 28, 2026, the California DMV announced adoption of updated regulations for light-duty and heavy-duty autonomous vehicles. The agency described the package as strengthening safety oversight and enforcement and enabling applications to test and deploy heavy-duty autonomous-vehicle technology.

- First-responder calls: Companies must respond to first-responder calls within 30 seconds, according to the DMV’s description of the requirement.
- Emergency-zone clearance: Local emergency officials may issue electronic geofencing directives to clear autonomous vehicles from active emergency zones.
These measures address regulatory accountability, traffic enforcement and emergency operations. A company citation is not, by itself, a finding about whether the company owes compensation to someone injured in a crash.

Did California change robotaxi liability?
The answer depends on what “liability” means. The April 2026 DMV announcement confirms new regulatory duties and enforcement authority; it does not establish a change to civil or tort liability for robotaxi crashes. The available official sources therefore do not show that California changed who must pay damages when an autonomous vehicle causes an injury.
Nor does the announcement say that a moving-violation citation automatically proves negligence, causation or damages in a private injury case. Those are separate questions from whether an agency can cite an autonomous-vehicle company for a vehicle’s traffic violation.

The April 2026 DMV milestone page records approval of heavy-duty commercial AV regulations by the Office of Administrative Law on April 28. For an individual requirement, the operative date should be checked in the regulation text: the DMV says the provisions are phased, and the cited announcement does not assign an effective date to each one.

Can police ticket a self-driving car company?
Under the DMV’s April 28, 2026 announcement, law enforcement agencies may cite AV companies for moving violations committed by their vehicles. The agency presents this as a regulatory enforcement measure. The announcement does not specify how a citation is adjudicated in a particular case, nor does it say that a citation resolves a separate injury claim.
What happens when a robotaxi blocks an emergency vehicle?
The DMV says autonomous-vehicle companies must respond to first-responder calls within 30 seconds and that local emergency officials may issue electronic geofencing directives to clear AVs from active emergency zones. These are the response and clearance mechanisms described in the announcement. It does not describe an individual incident process or establish the civil consequences of a delay or failure to comply.

Who is liable if a Waymo or another robotaxi hits you in California?
The cited official sources do not answer that question for a particular crash or establish a new across-the-board rule assigning crash damages to a robotaxi company, manufacturer, operator or another party. The April 2026 rules support claims about regulatory duties and traffic enforcement, not a definitive answer about civil liability. A citation under those rules should not be presented as automatic proof of fault or entitlement to damages.
For a specific collision, the applicable law and facts would need to be assessed separately. Nothing in the cited DMV announcement supplies a case-specific liability determination.
