A police-issued speeding ticket is a traffic citation that directs the person cited to a court. Oakland’s AB 645 speed-camera program instead mails a civil Notice of Violation to the vehicle’s registered owner. That difference affects who must respond, where to respond, how the penalty is set, and whether points may be added to a driving record. Oakland’s rules are a local example, not a statewide procedure for every California camera program.
At a glance: a camera notice is not the same as a police citation
| Question | Oakland AB 645 camera notice | Police-issued speeding ticket |
|---|---|---|
| How is it created? | An automated system records an alleged speeding event; Oakland mails a Notice of Violation. | An officer issues a traffic citation alleging a violation. The citation identifies the alleged law and the court. (California Courts; City of Oakland) |
| Who receives it? | The vehicle’s registered owner, under Oakland’s guidance, subject to documented exceptions such as a sold, rented, or stolen vehicle. | The person cited by the officer responds through the court named on the citation. |
| What kind of penalty? | Oakland describes its camera penalty as civil, with set amounts based on how far above the speed limit the vehicle was recorded. | The court process determines the amount and available options for the case. Paying a traffic citation is treated as a conviction. |
| Can it add DMV points? | Oakland says its civil camera penalty does not add DMV points. | A speeding conviction may add a point; points can affect insurance. |
| Where do you respond? | Follow the city or agency directions on the mailed notice. | Use the court identified on the citation or subsequent court notice. |
California Courts describes a traffic ticket as an officer’s allegation that a traffic law was broken. Oakland’s camera document has a different name and route: a mailed “Notice of Violation.” Treat the document you received—not a general description of another kind of ticket—as the controlling guide to the next step.

The practical distinction is not simply that one ticket comes from a machine and the other from an officer. The documents direct people into different response systems. A police citation names a court and the alleged law, while Oakland’s camera notice is handled through the city or agency identified on the mailed notice. That means the recipient, due date, payment channel, and dispute instructions may all differ.
Oakland’s published camera penalties and pilot dates
Oakland’s official AB 645 pilot page lists the following civil penalty schedule. Amounts are based on the recorded speed above the posted limit. The city also lists reduced amounts for eligible low-income and public-benefits recipients; the page gives the alternatives below without establishing here which individual amount applies to which eligibility category.

| Speed above posted limit | Listed standard civil penalty | Listed reduced amounts for qualifying recipients |
|---|---|---|
| 11–15 mph | $50 | $25 or $10 |
| 16–25 mph | $100 | $50 or $20 |
| 26 mph or more | $200 | $100 or $40 |
| 100 mph or more | $500 | $250 or $100 |
These are Oakland’s published amounts, not a statewide camera-ticket schedule and not a prediction of what a court will assess for a police-issued ticket. The underlying source is Oakland’s AB 645 pilot information; check the notice and current city instructions for the applicable amount and any reduction qualifications.
The schedule is tied to speed above the posted limit, not to a single flat charge for every camera notice. For example, the listed standard civil penalty is $50 for 11–15 mph over and $100 for 16–25 mph over. It rises to $200 at 26 mph or more, except that the separate listed 100-mph-or-more tier is $500. Oakland also identifies two reduced amounts for each tier for qualifying recipients. Because eligibility determines whether a reduction applies, a driver should not assume that the lowest figure in the table is automatically available; use the city’s current instructions or contact the agency listed on the notice.
The table does not supply amounts for every conceivable speed difference—for example, it starts at 11 mph over. Do not infer a charge for circumstances not described in the city’s published schedule. Nor should the Oakland table be used to calculate a police-ticket balance. A police citation is handled as a court matter, and the amount and options depend on the offense and the court process.

Oakland says the program began issuing warnings on January 14, 2026, and began issuing tickets on March 15, 2026. It is part of a five-year pilot in six California cities. These dates describe Oakland’s program as reported by the city and can change; they do not establish that every locality began enforcement on the same date.
Who is responsible for a camera notice?
Oakland says the registered owner is responsible for its camera warning or citation even if another person was driving. That owner-based approach differs from a police citation issued to the individual identified by the officer. For Oakland’s program, the city identifies documented sale, rental, and theft situations as exceptions that may support a protest.
This distinction matters when a vehicle is shared among family members, borrowed, or used by someone other than the owner. Under Oakland’s stated process, the camera notice is addressed to the registered owner, rather than automatically following the person who was behind the wheel. A police citation, by contrast, is issued to the person the officer cites, who then has to follow the court instructions on that citation. These descriptions concern the two processes discussed here; check the exact name and instructions on your own document.
If someone else was driving
Do not assume that naming another driver automatically transfers an Oakland camera notice. The city’s guidance places responsibility on the registered owner and identifies specific documented circumstances for protest. Read the notice for the city’s procedure and evidence requirements; the available Oakland guidance does not make every “someone else was driving” situation an automatic exemption.

If the vehicle was sold, rented, or stolen
Oakland says documentation of a sale, rental, or theft can support a protest. Gather records that establish the relevant circumstance and follow the protest instructions on the notice. The process for a notice from another California locality may differ, so use that issuing agency’s directions instead.
Keep the response tied to the situation and the paperwork you have. The city identifies sale, rental, and theft as circumstances for which documentation may support a protest; it does not say that an unsupported claim or a general statement that another person drove is enough. Do not send information to a different court or agency based on assumptions. The notice should identify where to direct a question or protest and what the city requires.
How to respond to the document you received
- Identify the issuing process. A mailed Oakland camera document is labeled a Notice of Violation and gives city or agency instructions. A police citation identifies a court and the alleged violation. Do not use court-ticket instructions to resolve a camera notice, or camera-notice instructions to handle a court citation.
- Read the deadline and response channel on the document. Oakland’s camera ticket is due 30 days after its issued date. A police citation gives the court and when to act; California Courts describes options that include paying or asking the court for trial. Deadlines and procedures for other camera programs should be taken from their own notices.
- Choose the appropriate route. For an Oakland camera notice, use the city’s stated payment or protest process. For a police ticket, contact or submit a response to the court named on the ticket. California Courts also describes trial by written declaration as a court option; requirements vary by process and court.
- Use an official contact path. California Courts advises contacting the court listed on a Notice to Appear about ticket questions. Camera-notice questions should go to the agency specified on that notice. Use the contact information on the document or an official agency channel rather than responding to an unsolicited payment text, call, or email.
The available guidance does not establish one universal protest form, evidence list, or appeal sequence for every California camera program. For Oakland, follow the current notice and city directions; for a police citation, follow the court’s instructions. If a notice is from somewhere other than Oakland, do not assume Oakland’s deadline or penalty schedule applies.
For a police citation, California Courts describes paying or asking the court for trial as possible responses. A trial by written declaration is another court option, but its requirements depend on the applicable process and court. The citation itself identifies the court and tells the recipient what to do and by when, so use those instructions rather than borrowing a deadline from a different type of notice. The fact that a camera notice also has a payment date does not make the court process and camera process interchangeable.
Payment also has a consequence to keep in mind for an officer-issued ticket: California Courts says a paid traffic citation is treated as a conviction. That makes it especially important to distinguish a court citation from a civil camera notice and to understand the instructions that apply before choosing a response. The point is not that one choice is right for every recipient; it is that the issuing document directs the route, and the outcome may carry record consequences.
Oakland says its camera ticket is due 30 days after the issued date. Read the date on the notice and follow Oakland’s stated calculation and response channel. This is not a general California rule for every camera ticket. If the notice came from another city or program, look for that agency’s due date and protest instructions instead of assuming the Oakland time period applies.
Points, driving records, and insurance
Oakland says its camera penalty is civil and does not add DMV points. California Courts says some speeding convictions add a point to a DMV record, and points can affect insurance. “May add a point” is the accurate general description of a police speeding ticket: the result is not inevitable for every citation, and the camera rule stated here is specific to Oakland’s program.

A civil camera penalty and a court conviction therefore should not be treated as interchangeable record outcomes. Read the notice’s description of the proceeding and consult the named agency or court if the outcome or record effect is unclear. The fact that a camera penalty is civil does not establish how every other city’s system handles records.

No uniform insurance-cost figure follows from this comparison. The court result, driving record, and insurer’s treatment are not the same thing as Oakland’s fixed civil penalty. If your concern is what appears on a driving record, distinguish a police conviction that may add a point from Oakland’s stated no-point civil penalty.
What happens with a police citation for more than 100 mph?
A separate California DMV process can apply to a CHP citation for driving more than 100 mph. Under the DMV-CHP FAST (Forwarded Actions for Speeding Tickets) pilot, a CHP citation for a speed over 100 mph automatically initiates a Driver Safety Branch review. That review can consider license action independently of the court case and does not have to wait for a conviction. This is distinct from Oakland’s civil camera schedule, including its $500 tier at 100 mph or more; do not assume the FAST review is triggered by an Oakland camera notice.
The distinction between “more than 100 mph” and Oakland’s “100 mph or more” tier is important. Oakland’s listed civil amount applies to a recorded speed of 100 mph or more under its schedule. The DMV description of FAST concerns a CHP citation for driving more than 100 mph. They are different triggers and different processes, so the similar speed figures should not be collapsed into one rule.
The DMV’s 2025 release reported approximately 1,600 CHP citations per month for driving 100 mph or faster, and more than 18,000 such citations in 2024. The same release reported nearly 33,000 speed-related citations statewide by officers using specially marked patrol vehicles during their first six months, including more than 1,100 citations for speeds above 100 mph. These are DMV-reported figures about specified enforcement activity, not a count or comparison of all police and camera tickets.
Those figures provide context for the DMV’s discussion of high-speed enforcement, but they should not be read as showing how common camera notices are or as a direct comparison between camera and officer enforcement. They concern citations described by the DMV and CHP, including citations issued by officers using specially marked patrol vehicles. The more-than-100-mph FAST review is an additional administrative review alongside the court case, not a replacement for responding to the citation in court.
Oakland camera privacy details—and their limits
Oakland says its equipment takes still photographs rather than video, captures the rear license plate rather than the windshield or driver’s face, and does not use facial recognition. The city says footage is retained for five days when no violation is issued and 60 days when one is issued, and that collected footage may not be shared or used for another purpose.

Those details address common questions about what Oakland’s cameras capture and how long information is retained. They are Oakland program statements, not statewide specifications. The available information does not establish that camera equipment, image handling, or retention periods are identical in every California locality. For a notice issued elsewhere, consult that jurisdiction’s privacy and program information rather than assuming the same still-image approach or retention timetable applies.
Oakland’s statement that the equipment does not capture the windshield or driver’s face and does not use facial recognition is specific to its system. Do not use it to draw conclusions about another jurisdiction’s equipment. Similarly, the five-day period when no violation is issued and 60-day period when one is issued are Oakland’s stated retention periods; they are not general California deadlines for all speed-camera footage.

- The document type: Is it a camera Notice of Violation, or an officer-issued citation with a named court?
- The named recipient: Is the notice directed to the registered owner or to the person cited by an officer?
- The issuing jurisdiction: Are the amount, deadline, and dispute steps actually from the city or court named on your document?
- The exact due date: For an Oakland camera ticket, count from the issued date as directed by the city; for a police citation, use the date and court instructions on the ticket or court notice.
- Possible record consequences: Oakland says its camera civil penalty adds no DMV points; a police speeding conviction may add a point.
- Any exceptional circumstance: For an Oakland notice involving a sold, rented, or stolen vehicle, check the protest instructions and gather supporting documentation.
- High-speed police action: If the matter involves a CHP citation for over 100 mph, recognize that the DMV’s FAST review is separate from the court case.
Before acting, match each question to the right authority. A court question about a Notice to Appear belongs with the court listed on it, according to California Courts. A question about an Oakland camera notice belongs with the agency named on that notice. This also helps avoid confusion from an unsolicited text, call, or email requesting payment: use the official contact route shown by the citation, notice, or agency.
The decisive distinction is procedural: Oakland’s camera notice goes through the agency named on that notice, while a police-issued citation goes through the court identified on the ticket. Confirm the deadline, amount, and response route on the document you actually received.
Frequently Asked Questions
What if I was not the one driving?
For Oakland’s AB 645 camera program, the city says the registered owner is responsible even if another person was driving. A claim that someone else drove does not automatically transfer the notice under the guidance described here. Follow the protest instructions on the notice; Oakland identifies documented sale, rental, or theft situations as circumstances that may support a protest. A police citation is issued to the person cited by the officer and is handled through the court named on the ticket.
How long do I have to pay the speeding ticket?
Oakland says its camera ticket is due 30 days after its issued date. For a police-issued citation, use the court and deadline stated on the citation or later court notice. Other camera programs may have different timelines, so follow the issuing agency’s directions.
Will this speeding ticket affect my driving record or add points to my license or driving record?
Oakland says its camera penalty is civil and adds no DMV points. California Courts says some speeding convictions may add a DMV point, and points can affect insurance. Do not treat a possible point as automatic for every police citation; the outcome depends on the case.

What if my car was stolen?
Oakland says documentation of a stolen vehicle can support a protest of its camera notice. Follow the notice’s instructions and provide the documentation the city requires. For a notice from another locality, use that agency’s process.
What if my car was sold?
Oakland identifies a vehicle sale as a circumstance where documentation can support a protest. Gather records establishing the sale and follow the protest directions on the notice. Oakland’s procedure should not be assumed to apply to another city’s camera program.
Can I contest a police-issued speeding ticket?
California Courts describes asking the court for trial as an option for a traffic citation. Trial by written declaration is also a court option, with requirements that vary by process and court. Follow the court and deadline identified on your citation; do not use a camera notice’s protest route for a police ticket.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsDoes a speed-camera ticket go to court?
In Oakland’s AB 645 program, the mailed document is a civil Notice of Violation, and the recipient should follow the city or agency instructions on it. A police-issued traffic citation is handled through the court named on the citation. Oakland’s process should not be generalized to every California locality.
What happens if a CHP officer cites me for driving over 100 mph?
The DMV describes the FAST pilot as automatically initiating a Driver Safety Branch review for a CHP citation for driving more than 100 mph. That review can consider license action separately from the court case and need not wait for a conviction. It is distinct from Oakland’s camera penalty schedule.
The Bottom Line
Start with the document, not the label someone else uses for it. An Oakland camera Notice of Violation is a civil notice mailed to the registered owner, with a 30-day payment period from its issued date and no DMV points under the city’s stated rules. A police-issued speeding citation identifies a court, may result in a point if there is a conviction, and can be contested through the court’s process. Confirm the deadline, amount, responsible recipient, and response channel on the actual notice or citation; Oakland’s local rules are not a statewide camera-ticket standard.
