California enacted SB 868 on September 30, 2026, but that does not mean every plug-in balcony solar kit is cleared for sale or use. The law’s exact limits and compliance rules must be checked in the chaptered text, and no specific product certification or compliant retail listing is established here. If you are considering a kit, do not rely on the words “balcony solar” in a product listing as proof that it qualifies.
What California’s SB 868 does—and what enactment does not prove
The Legislature’s official bill-status and history pages record that the Governor approved SB 868 and it was chaptered as Chapter 985, Statutes of 2026, on September 30, 2026. That is the basis for saying California enacted the measure. Check the official bill status and bill history.

Enactment alone does not establish that every plug-in solar product is approved, or that every installation is exempt from utility, building, landlord, or safety requirements. The precise device definition, wattage limits, effective date, utility-notice treatment, and certification language should be taken from the final chaptered act—not inferred from earlier bill materials.

What “plug-in balcony solar” means
A California Senate committee analysis dated March 17, 2026 describes a typical system as solar panels connected to a microinverter, a cord that plugs into a standard outlet, and mounting hardware. Some systems may also include a battery. The microinverter converts the panels’ direct-current output to alternating current and feeds it into a home branch circuit. Read the committee analysis.

This is a useful description of the device category, not proof that a particular kit complies with the law. The analysis covers an earlier version of the bill, so it cannot establish the final statute’s operating limits or conditions.
Why plugging into an outlet is not the same as having no rules
Utility interconnection
California’s Rule 21 is the CPUC tariff framework for interconnection, operating, and metering requirements for generating facilities connected to distribution systems under CPUC jurisdiction. It covers investor-owned utilities including PG&E, SCE, and SDG&E, as well as smaller utilities. The CPUC’s Rule 21 overview explains the framework.

The CPUC opened proceeding R.25-08-004 on August 20, 2025, to consider refinements to Rule 21 and equivalent utility interconnection rules. That is relevant regulatory context, but it is not the source of SB 868’s enactment. See the CPUC’s rulemaking and regulatory history.

Building rules are a separate question
The California Energy Commission’s 2025 single-family solar guidance concerns photovoltaic requirements for specified newly constructed buildings. It says those Energy Code requirements do not apply to additions or alterations to existing buildings. That guidance does not determine whether a portable plug-in system may connect to a home outlet. Likewise, a state law about a device category should not be treated as automatic permission to attach equipment to a particular balcony or building. The building’s rules, the mounting method, and applicable safety requirements still matter; check the requirements that apply to your property and installation.

Not on the assumption that SB 868 has already made any advertised kit compliant. Before purchasing, verify the final law’s requirements and then confirm that the exact product and proposed installation meet them. The available committee analysis discusses a proposed certification condition, but neither it nor the information here confirms a specific certified product or compliant retail listing.

- Confirm the legal requirements: Read the chaptered SB 868 text for the device definition, limits, effective date, and any utility-notice or interconnection conditions.
- Check the exact product: Ask the manufacturer for documentation showing how the complete kit satisfies the enacted requirements. Do not treat “balcony solar” marketing language as evidence of eligibility.
- Check the installation: Confirm that your utility, building or landlord rules, and the mounting location permit the setup you intend to use.
- Assess the economics cautiously: The available sources do not establish expected output or savings for a particular system. Avoid relying on a generic estimate as though it were a verified result for your home.
Plug-in and rooftop solar also differ in physical scale and configuration, how they connect to the home and grid, applicable interconnection requirements, building constraints, certification evidence, and the basis for estimating output and savings. A rooftop system’s rules or performance claims should not automatically be applied to a small outlet-connected kit, or vice versa.
