BMW Motorrad presented the Vision CE at IAA Mobility 2025 as an electric urban-mobility concept, not a production scooter. Its unusual design combines a metal-tube cage, a seat belt and a stationary self-balancing function. BMW says the cage is intended to make helmet-free riding possible, but its announcements do not establish independent crash performance or whether riding without a helmet would be legal anywhere.
What BMW unveiled
BMW Group announced the BMW Motorrad Vision CE on 1 September 2025 at IAA Mobility. The company describes it as an electric, single-track concept for urban travel: an exploration of a different way to commute, rather than a model with a stated production plan. BMW Motorrad USA labels it “ConceptBike” and “NotForSale.”
BMW frames the design as a continuation of the safety-bodywork idea used on its earlier C1 scooter. In its 2025 announcement, BMW says the C1 had safety bodywork that made it possible to dispense with helmets and usual protective clothing. That is BMW’s historical description, not a new comparative safety study.
How the Vision CE’s safety concept is supposed to work
A cage, seat belt and protective frame
The signature feature is a metal-tube composite cage surrounding the rider, paired with a purpose-designed seat and seat belt. BMW says this arrangement is intended to allow riding without a helmet or usual protective clothing. The company’s Vision CE feature page describes a tubular steel frame at the front to protect the rider’s feet and legs, with additional lateral impact protection around the hip and shoulder areas from the cage.

These are descriptions of the design and its intended protective role. BMW’s announcements do not report independent crash-test results, certification, comparative injury data or a safety-performance figure for the Vision CE. The cage should not be treated as proof that the concept has demonstrated protection equivalent to a helmet or other riding gear.
Balancing while stopped
BMW also says the Vision CE can balance itself while stationary and stand on two wheels without a stand. In the company’s 1 September 2025 release, BMW Group author Veronika Kluepfel wrote: “Another highlight of the BMW Motorrad Vision CE is its balancing function, which allows the vehicle to completely balance itself when stationary.” BMW’s public descriptions do not explain the mechanism, operating limits or test conditions.

What is—and is not—established about safety
The helmet-free claim is BMW’s stated intention for the concept, not a finding that riding it without a helmet is safe or lawful. The reviewed official BMW materials do not establish helmet-law status in any jurisdiction, nor do they provide an independent safety validation. Riders must follow the laws that apply where they ride; the concept’s design does not determine those requirements.
- BMW says: the cage and seat-belt arrangement is intended to permit riding without a helmet or usual protective clothing.
- BMW describes: a front tubular frame for the feet and legs, and lateral protection around the hip and shoulder areas.
- BMW says: the vehicle balances while stationary and can stand without a stand.
- Not established in the reviewed announcements: independent crash performance, certification, injury outcomes, operating limits for balancing or legal permission to ride without a helmet.
Vision CE versus BMW’s CE 04
The Vision CE is not another name for the CE 04, and BMW has not announced Vision CE production variants. BMW says the CE 04 entered the market in 2022; it is a separate model with its own everyday-use features. BMW’s official Vision CE page links to the CE 04, while BMW Motorrad USA lists the CE 04 and CE 02 separately from the concept.

Can you buy the BMW Vision CE?
No. BMW Motorrad USA labels the Vision CE as a concept and “NotForSale.” BMW has not supplied a production date or complete production specifications in the official concept materials covered here. Those materials do not state a range, battery capacity, motor output or price.
