For Indian petrol-scooter commuters, the Honda Activa delivered the best mileage in Autocar India’s 2025 head-to-head test against the TVS Jupiter: 60.3 kpl overall versus 53.3 kpl. That is a result from one publication’s controlled route test, not a guarantee for every rider. For a broader shortlist, compare figures only when the model, variant and test basis match; an ARAI or ICAT claim is not interchangeable with a road-test result. Electric scooters belong in a separate range comparison because kilometres per charge are not petrol mileage in kmpl.
Claimed mileage and real-world mileage answer different questions
A manufacturer or certification figure is useful for comparing stated efficiency on a common basis, but it does not predict exactly what your scooter will return in daily traffic. Road conditions, speed, traffic, load and riding style affect fuel use. Before treating any number as a buying recommendation, check who published it, which model and variant it describes, and whether it is a certified claim or an independent test.
- Claimed mileage: A manufacturer-published figure tied to a stated test or certification basis. For example, TVS lists 53.85 kmpl as the ARAI-certified mileage for the Jupiter 110.
- Tested mileage: A publication’s measurement under its own route and test protocol. Autocar India reported separate city, highway and overall results for the Activa and Jupiter in November 2025.
- Your mileage: The result you measure in your own commute, which can differ from either published figure.
That distinction matters to riders asking what a scooter returns in city traffic rather than what appears in a specification. A single owner’s account is anecdotal, not a representative average; likewise, one publication’s road test describes its test vehicles and conditions, not every owner’s outcome.
Honda Activa vs TVS Jupiter: Autocar India’s 2025 road test
In its comparison published on 24 November 2025, Autocar India recorded higher fuel economy for the Honda Activa than the TVS Jupiter in city, highway and overall testing. The results below are the publication’s test figures, not manufacturer claims.

Autocar India says its procedure starts with a full tank and manufacturer-recommended tyre pressures, then uses fixed city and highway routes, controlled average speeds and a constant payload maintained through rider-weight balancing and ballast. The scooters are refuelled at the end to calculate consumption. The publication describes the route this way: “The scooter is then ridden on fixed city and highway routes, where we maintain average speeds that best mimic real-world scenarios as well as keeping speed limits in mind.”
The city and highway figures should be read separately: a rider whose commute is mostly stop-start traffic may find the city result more relevant than the highway number. The test’s overall result is useful for that comparison, but it does not establish the mileage every Activa or Jupiter owner will achieve.

Other petrol scooters with published mileage claims
The figures below come from manufacturer pages and use different stated bases. They are not a like-for-like independent ranking, and a claim for one specific model or variant should not be generalized to every trim.

TVS’s efficiency-related features may help riders monitor or manage fuel use, but their presence is not proof that an individual scooter will achieve the published figure. Hero’s stated tank capacity is a specification, not a typical-distance promise; do not treat a theoretical full-tank calculation as expected real-world range.

How to use wider mileage rankings carefully
Secondary roundups can help identify models to investigate, but their numbers may refer to a different variant, date or certification basis than the manufacturer’s current model page. BikeOnWheels’ August 2026 roundup labels its petrol ranking as manufacturer-claimed ARAI mileage and lists the Yamaha RayZR 125 Fi Hybrid at 71.33 kmpl, the TVS Jupiter at 61.2, the Hero Destini 125 at 60, the Honda Activa at 59, the Hero Destini 110 and Destini Prime at 56, the Suzuki Avenis at 55, the Hero Xoom 110 at 53, and the Hero Xoom 125 and Pleasure Plus at 52. These are secondary-roundup figures, not independent road-test results; the roundup’s Jupiter figure does not clearly establish the exact configuration and should not be conflated with TVS’s 53.85 kmpl claim for the Jupiter 110.
The same roundup gives Delhi ex-showroom prices for August 2026, but prices and availability are location- and date-sensitive. Confirm the current price and the exact variant with the manufacturer or a local authorized dealer before using a roundup as a purchase comparison.

Electric range is not petrol mileage
An electric scooter’s certified range is measured in kilometres per charge, while a petrol scooter’s fuel economy is expressed in kilometres per litre. Those numbers cannot be ranked in the same mileage table as if they measured the same thing. If considering electric models, compare their exact model and variant, the stated certification basis, charging needs and suitability for your daily route separately from petrol kmpl.

- Mostly city traffic: Give more weight to comparable city-test figures and the conditions of your daily route. Stop-start traffic can make a highway result a poor predictor of your commute.
- Regular longer rides: Compare highway results where a credible test provides them, and consider comfort and stability for the distances you actually travel.
- Passenger or luggage use: Check that the exact scooter and variant suit your usual load; published mileage comparisons do not establish how a heavier load will affect your consumption.
- Ownership near home: Check the current variant price and access to authorized servicing in your area. The available figures do not establish current on-road prices or local inventory.
- Checking your own fuel use: To compare two tanks under your normal commute, refill consistently, note the distance travelled and litres added, then divide kilometres by litres. Repeat over several refills rather than judging from one short trip.
For a defensible shortlist, compare the exact variant’s current official claim with independent results that use the same type of route you ride. Keep city and highway figures separate, and treat each published result as evidence about its stated test—not as a promise about your scooter.
