The Australian Renewable Energy Agency (ARENA) announced on 13 October 2026 that it may provide up to A$32.3 million to two projects manufacturing autonomous equipment for utility-scale solar construction. Luminous Robotics could receive up to A$17.8 million for a Melbourne facility making LUMI module-installation robots, while Built Robotics Australia could receive up to A$14.5 million for a Brisbane manufacturing hub and operations centre for autonomous piling systems.
These are maximum announced grant amounts, not confirmed final drawdowns. The projects target two separate, labour-intensive construction steps: preparing foundations by driving piles and placing photovoltaic modules on completed racking.

ARENA presents the grants as support for Australian production of construction equipment rather than consumer solar panels or household robots. The agency says local manufacture is intended to improve productivity, construction costs, safety, workforce resilience and domestic equipment supply. Those are expected benefits, not outcomes yet established for the newly funded facilities.
What each robot does on a solar farm
LUMI places modules on racking
Luminous Robotics’ LUMI system picks up photovoltaic modules and places them on solar racking structures. Workers still perform the final securing step, according to ARENA’s 2025 description. The Melbourne plant is expected to support about 100 robots by 2029, but the announcement does not provide a detailed production timetable or unit price.

Built Robotics systems drive foundation piles
Built Robotics’ autonomous piling equipment drives the foundation piles that support solar-farm racking. ARENA’s announcement names 12 systems for manufacture and deployment from the Brisbane project, without giving a detailed delivery schedule. Piling occurs before module installation, so the two technologies address consecutive stages of the same construction process rather than competing products.
What has actually been demonstrated
LUMI pilots and stated targets
ARENA’s Luminous project page, updated 12 June 2026, describes pilot work at Culcairn in New South Wales and Goorambat in Victoria. It lists aims of reducing photovoltaic levelised cost of energy by up to 6.2% and improving installation efficiency by 3.5 times compared with traditional manual methods. These figures are project aims, not verified savings from the Melbourne factory.

A separate ARENA knowledge-share report published in 2025 says LUMI Series 4 systems supported module installation at the 319 MWp Goorambat East Solar Farm. The report states that production reached 103% of target and discusses improvements and lessons from that pilot. This is a project-reported result, not an independent, industry-wide performance study.

In a 31 July 2024 release, ARENA said it had provided A$1.3 million toward an earlier autonomous piling project. That release said first- and second-generation prototypes had the potential to reduce piling time by approximately 82% and labour costs by approximately 88%. ARENA described both numbers as potential reductions. They should not be treated as measured commercial results or as performance results from the new Brisbane manufacturing hub.

Why ARENA is backing construction robotics
Large solar farms require repetitive outdoor work across extensive sites. Foundation installation and panel placement can be physically demanding and difficult to staff, particularly in hot conditions. ARENA CEO Darren Miller described them as “two of the most labour-intensive parts of solar farm construction” and noted the difficulty of working “in the hot sun.”
Manufacturing in Australia could also reduce dependence on imported specialized equipment and create local capability for servicing and deployment. Luminous Robotics’ Tenzin Crouch said the company had proven LUMI on Australian solar farms “in the heat and dust,” while Built Robotics’ Paul Kelly said Australia had demonstrated construction robotics and physical artificial intelligence in field conditions. Both comments come from the companies’ and ARENA’s announcement and are not independent evaluations.

What the announcement does not establish
- Final grant amounts drawn down by either recipient.
- Completed factory milestones beyond the stated LUMI expectation and 12-system Built Robotics plan.
- Purchase prices, operating costs or commercial payback periods.
- Independently verified reductions in project cost, schedule or labour requirements at commercial scale.
- A guarantee that the LUMI targets or piling-system deployment numbers will be achieved.
The most useful distinction is between planned output, project targets and reported pilot results. A target such as a 6.2% cost reduction cannot be compared directly with the 103%-of-target Goorambat production figure, and neither is equivalent to the earlier potential piling reductions. They concern different tasks and were produced in different project contexts.
ARENA’s broader funding context
ARENA’s Corporate Plan 2024–25 to 2027–28 reported that, as at 30 June 2024, the agency had committed A$2.61 billion to 735 renewable-energy projects with total project costs of A$12.63 billion. The plan calculated A$3.84 in third-party investment for every Commonwealth dollar. These are historical portfolio statistics and are not 2026 totals.
