Those are not interchangeable categories—and a prototype is not the same as a certified vehicle available to buy. The examples below show what manufacturers are pursuing, but the available evidence supports eight named programs or models, not 15 proven transportation options.
What counts as a flying or off-road vehicle?
A roadable aircraft is designed to drive on roads and fly, although its road and flight modes may involve different configurations and infrastructure. An eVTOL aircraft is designed for vertical takeoff and landing; that does not mean it can drive. Amphibious ground-aerial designs add water operation, an especially demanding combination rather than an established everyday vehicle category. A 2022 scholarly review describes amphibious ground-aerial vehicles as an emerging research area with unresolved technical barriers (Zhang et al., “Intelligent Amphibious Ground-Aerial Vehicles”).
The eight entries here are named examples from four manufacturers. Five are Jetoptera development programs, so they should not be mistaken for five independently validated or available products. None of the cited product pages establishes broad consumer availability for the vehicles discussed.

Roadable aircraft: combining a car and an aircraft
PAL-V Liberty / FlyDrive
PAL-V presents Liberty as a platform joining road and air mobility and highlights professional applications and a FlyDrive Academy. Its homepage does not establish that a production vehicle is generally available to consumers or fully certified; treat the platform’s effectiveness claims as the manufacturer’s positioning, not independent proof of routine use.

AeroMobil AM4.0
AeroMobil says its drive-to-flight transformation takes under three minutes and reports more than 10,000 hours of simulated and live flight tests; the company page does not state the year for that figure, and it is a manufacturer-reported total rather than an independently verified statistic. The company also describes a future regional ride-hailing service. That is a plan, not evidence of a currently operating service.
All-terrain and amphibious flight concepts
BECCARII
BECCARII describes a tracked vehicle intended to drive, fly vertically and swim. The company says its functioning one-third-scale prototype flies and performs maneuvers. This is meaningful evidence of a scale prototype, but it does not establish full-size flight, published performance, certification or customer availability. BECCARII says its performance figures are under revision and will be published only after confirmation.

VTOL and field-use development programs
Jetoptera J-2000 and J-4000
Jetoptera describes the J-2000 and J-4000 as passenger VTOL concepts for two and four occupants, respectively. Its listed 2028 and 2029 first-delivery dates are estimates, not confirmed deliveries; the company says targets depend on regulatory approval and development milestones. Jetoptera explicitly says its aircraft shown are concepts and prototypes in development.
Jetoptera J-110
The J-110 is a cargo VTOL concept aimed at logistics and constrained locations. Jetoptera proposes an FAA Part 108 pathway, but its product page said Part 108 had not yet been issued when reviewed and describes the aircraft as in development. Its 2027 delivery target is an estimate, not a current availability date.

Jetoptera J-600 AG and J-900 AG
Jetoptera positions these as agricultural aircraft concepts for field operations, describing VTOL or short-takeoff capability. It lists 2027 delivery targets, while labeling the vehicles concepts or prototypes in development. Those targets do not show that either aircraft has completed testing or received approval for agricultural operations.

Flight capability alone does not create a practical transport network. Roadable craft still have to meet aviation requirements in flight and automotive requirements on roads; aircraft-only VTOLs need suitable takeoff and landing locations, operational procedures and qualified pilots or operators. Any vehicle that adds land, air and water operation must reconcile more than one environment’s safety and performance demands.

A 2022 IEEE review identifies certification challenges that include reliability and safety standards spanning aviation and automotive use, noise, and protecting rotating parts during road use (IEEE Transactions on Transportation Electrification review). These constraints help explain why a scale prototype, a manufacturer’s delivery estimate and a certified operating vehicle are different milestones. They also make it premature to infer mass adoption from a concept page or a prototype flight.
