The Ford Crown Victoria Police Interceptor, Chevrolet Caprice 9C1 and several generations of Ford police vehicles stand out in the documented history of American police fleets. This is an evidence-led ranking of influential vehicles and fleet milestones—not a claim that one car won a universal performance contest. The available agency and manufacturer records support a useful historical arc, but they do not verify a definitive, nationwide top 15.
What “greatest” means in this ranking
Police vehicles are tools for different assignments, not simply fast cars. A patrol sedan, a special-service SUV and a 4×4 can serve distinct fleet needs, so comparing them by speed alone would obscure what made each useful. This ranking weighs four things: documented agency use or formal evaluation, police-specific purpose or packaging, historical influence supported by the available records, and how clearly a vehicle represents a change in fleet needs.
The records are strongest for Ford’s own chronology and the Missouri State Highway Patrol’s fleet history. They establish specific milestones and choices, not national market share or an objective ordering across every department. Where an entry is a manufacturer milestone or an evaluation candidate rather than a broadly documented fleet staple, that distinction is stated.

Ford Crown Victoria Police Interceptor (1996–2012)
The Crown Victoria earns the top spot for its sustained role in patrol service. The Missouri State Highway Patrol identifies it as its primary vehicle from 1996 through 2006 and says it remained the agency’s dominant patrol vehicle at the end of 2009, with 800 assigned units. Ford dates the Police Interceptor’s retirement to 2012. Those records establish a major presence in Missouri and a long Ford production era; they do not quantify its share of police fleets nationwide.

Chevrolet Caprice 9C1 (1994–1996 in Missouri’s account)
Missouri’s 1994 patrol cars were Caprice 9C1 sedans with the LT1 engine. The patrol-history account records the end of Caprice 9C1 production in 1996. This makes the Caprice a documented alternative to the Crown Victoria in a state patrol fleet during a pivotal period—not proof of a nationwide ranking or a like-for-like performance victory.

Ford’s purpose-built police package (introduced in 1950)
Ford says it introduced its first purpose-built police package in 1950. That milestone matters because it marks a manufacturer’s explicit effort to configure a vehicle for police work rather than treating law enforcement as just another ordinary-car customer. It is a Ford product-history claim, not evidence that Ford was the first maker to supply police vehicles.

Ford Police Interceptor Utility (2020)
Ford says its 2020 Police Interceptor Utility came standard with a hybrid powertrain and full-time all-wheel drive. It represents the move toward utility vehicles and different powertrain choices in police fleets. Ford’s specification documents the model’s equipment; it does not establish how many agencies adopted it or how it compared in service with other vehicles.

Ford Interceptor (name adopted in 1951)
Ford’s timeline says the company officially used the “Interceptor” name beginning in 1951, after introducing its purpose-built police package the year before. The name became a lasting part of Ford’s police-vehicle identity. This is a naming and product-history milestone, distinct from a claim that a particular Interceptor model outperformed its rivals.

Ford Police Interceptor sedan (model-year 2013 evaluation entry)
The U.S. Department of Justice’s listing for the Michigan State Police model-year 2013 evaluation includes a Ford Police Interceptor sedan. Its inclusion shows that the sedan was part of a formal comparison set. The listing alone does not show the evaluation’s results or identify a winner.

Dodge Charger Pursuit (post-2011 Missouri evaluation; model-year 2013 comparison entry)
After Crown Victoria production ended in 2011, the Missouri State Highway Patrol says it ordered Dodge Chargers for evaluation. The DOJ listing for Michigan’s model-year 2013 evaluation also names a Dodge Charger. These records support the Charger’s place among the alternatives agencies considered during the transition; they do not establish a test result or a nationwide adoption level.

Chevrolet Caprice in Missouri’s post-2011 evaluation
Missouri’s history says the patrol ordered a Chevrolet Caprice for evaluation after Crown Victoria production ended. The record does not identify the evaluated car’s detailed specification or provide the outcome. Its historical significance here is as one of the alternatives the agency considered when its established patrol sedan left production.

Ford Police Interceptor Utility in the model-year 2013 comparison set
The DOJ listing also includes Ford’s Police Interceptor utility entry in the Michigan State Police evaluation. That places a utility vehicle alongside sedans in a formal comparison set, illustrating the broader range of platforms under consideration. The listing does not establish the results or prove that agencies broadly preferred utilities.

Chevrolet Impala (model-year 2013 evaluation entry)
The DOJ listing for the Michigan State Police model-year 2013 evaluation includes a Chevrolet Impala. That makes it a documented participant in the comparison set, but the listing does not say how it performed, whether it was selected, or how widely it served in police fleets.

Chevrolet Tahoe (model-year 2013 evaluation entry)
The Tahoe also appears in the DOJ evaluation listing. Its inclusion is useful evidence that the comparison set extended beyond sedans, but the source listing does not establish a result, a specific assignment, or the Tahoe’s prevalence among agencies.
How police-vehicle needs changed
Purpose-built packages and new roles
Ford’s chronology moves from a purpose-built police package in 1950 and the Interceptor name in 1951 to a Bronco special-purpose 4×4 in 1967, a Mustang patrol model in 1982 and an Explorer law-enforcement package in 1993. The milestones show a growing variety of police-oriented offerings. They do not, by themselves, show that departments adopted each one at the same rate or for the same job.
The long-serving sedan and the transition after 2011
Missouri’s history captures the Crown Victoria’s longevity in one state fleet and the preceding Caprice 9C1’s role in the 1990s. After Crown Victoria production ended in 2011, Missouri ordered Chargers and a Caprice for evaluation. Ford dates the Crown Victoria Police Interceptor’s retirement to 2012. Together, those facts show an agency facing a transition—not a single successor chosen by every department.

Sedans and utilities in formal comparison
The DOJ listing for Michigan’s model-year 2013 evaluation names a Chevrolet Caprice, Impala and Tahoe; a Dodge Charger; and Ford Police Interceptor sedan and utility entries. The roster documents what the evaluation covered, not its outcome. It also cautions against treating “police car” as one uniform category: the vehicles include sedans and a utility platform.
Equipment and assignment matter as much as headline performance
A meaningful comparison asks what assignment a vehicle was intended to serve, what police-specific equipment or powertrain the source documents, how much agency use is actually recorded, and whether a dated formal evaluation supplies results. In the records available here, Ford documents the 2020 Police Interceptor Utility’s standard hybrid powertrain and full-time all-wheel drive, while Missouri provides specific fleet-history details for its Caprice 9C1 and Crown Victoria. The evidence does not provide consistent technical specifications or comparable test results across all 15 entries, so horsepower, reliability and speed-based rankings would go beyond what these sources establish.
What the historical record can—and cannot—show
- It can show: Ford’s dated product milestones; Missouri State Highway Patrol’s named vehicles, Crown Victoria assignment count at the end of 2009, and post-2011 evaluation orders; and the roster of vehicles named in the DOJ’s Michigan State Police model-year 2013 evaluation listing.
- It cannot show: a nationwide fleet census, a definitive winner from the 2013 evaluation, comparable performance results for every entry, or a verified top 15 across all makes and decades.
- One dated statistic needs special context: Ford’s historical timeline reports that a Ford Division study found 58 percent of police vehicles in use in the 50 largest U.S. cities were Ford models in 1961. This is a company-reported result from a Ford Division study, not an independent current statistic.
