11 Cars With the Lowest Reported Theft-Claim Rates

No car is theft-proof, but HLDI’s 2025 comparison identifies 11 newer vehicle series with exceptionally low whole-vehicle theft-claim frequencies. Here are the rankings, numbers, limitations, and practical ways to protect any car.

No car is theft-proof. However, the latest Highway Loss Data Institute (HLDI) comparison identifies 11 vehicle series with exceptionally low whole-vehicle theft-claim frequencies for the 2022–2024 model years. The Tesla Model 3 AWD ranked first, followed by the Tesla Model Y AWD and Model 3 RWD.

That is a more accurate interpretation of “cars thieves always avoid.” The figures measure paid insurance claims for an entire vehicle being stolen—not catalytic-converter theft, wheel theft, break-ins, carjacking, stolen contents, or every model year sold. Local crime patterns, vehicle age, equipment, and parking habits can still outweigh a national ranking.

How this list was calculated

HLDI compared whole-vehicle theft claims per insured vehicle year and standardized the results against the average for all passenger vehicles. The all-passenger-vehicle baseline was 0.45 theft claims per 100 insured vehicle years, represented by a relative claim frequency of 100.

A vehicle with a relative frequency of 5 therefore had a reported theft-claim frequency equal to roughly 5% of the study’s passenger-vehicle average—not five thefts per 100 vehicles. The comparison covered more than 43 million insured vehicle years and more than 19,000 whole-vehicle theft claims. HLDI published the latest located report in May 2025 and analyzed 2022–2024 model years, although the Subaru entry below covers the 2024 model year only. [c001] [c002]

The ranking is based on claim frequency, not the raw number of vehicles stolen. A popular vehicle may have more total thefts but a lower rate after accounting for the number of insured vehicles on the road. Conversely, a rare vehicle may have few total thefts but a high normalized rate.

HLDI also excludes vehicle series with insufficient exposure from some parts of the analysis. The numbers below are best used to compare sufficiently represented newer vehicle series—not to predict the exact risk of a used car in every city.

1. Tesla Model 3 AWD

The 2022–2024 Tesla Model 3 AWD had the lowest result in HLDI’s table: 2 claims across 290,388 insured vehicle years, producing a relative claim frequency of 1.

Its connected software, electronic authorization systems, specialized service requirements, and relatively limited conventional resale pathway may make it less attractive to some thieves. Those are plausible explanations, not causes proven by HLDI. The result also does not mean a Model 3 cannot be stolen or that its parts and contents are immune from theft.

2. Tesla Model Y AWD

The Model Y AWD recorded 6 claims across 903,411 insured vehicle years and a relative frequency of 2. It had the largest exposure among the vehicles in this group, which makes the finding more informative than a result based on only a small number of insured examples.

As with the Model 3, the Model Y’s connected systems and electronic access controls could be possible factors. The data does not establish that being electric, being a Tesla, or using a particular security feature directly caused the low result.

3. Tesla Model 3 RWD

The rear-wheel-drive Model 3 produced 3 claims across 262,214 insured vehicle years, also giving it a relative frequency of 2.

HLDI reports the AWD and RWD Model 3 as separate vehicle series. They should not be silently combined, because drivetrain, equipment, production changes, and the types of vehicles insured can affect the comparison.

4. Toyota RAV4 Prime AWD

The RAV4 Prime AWD, a plug-in hybrid rather than a fully electric vehicle, recorded 2 claims across 76,305 insured vehicle years. Its relative frequency was 5.

The appearance of the RAV4 Prime is important because low-frequency vehicles are not exclusively EVs. HLDI’s lowest-frequency group included electric vehicles and hybrids or plug-in hybrids, but the report does not prove that electrification itself reduces theft risk.

5. Tesla Model S AWD

The Model S AWD recorded 2 claims across 65,813 insured vehicle years, with a relative frequency of 5.

Low theft frequency should not be confused with low theft cost. HLDI reported that the Model S had higher relative claim severity than several less expensive vehicles. In other words, it may have been less likely to be stolen in the study while still producing a more expensive insurance loss when a theft occurred.

6. Volvo XC90 AWD

The conventional XC90 AWD recorded 3 claims across 93,178 insured vehicle years and had a relative frequency of 6.

HLDI also included a separate XC90 plug-in-hybrid series among its 20 lowest-frequency entries. That does not make the two series interchangeable, and it does not justify claiming that every XC90, Volvo, or model year has the same theft profile.

7. Volvo XC40 AWD

The XC40 AWD recorded 2 claims across 59,193 insured vehicle years and a relative frequency of 7.

It is one of several Volvo entries in HLDI’s low-frequency results. The ranking applies to the specified series and study period—not automatically to front-wheel-drive versions, older XC40s, other Volvo models, or vehicles sold in a different market.

8. Ford Mustang Mach-E

The Mustang Mach-E recorded 1 claim across 39,219 insured vehicle years, resulting in a relative frequency of 8.

The result is encouraging, but its exposure was much smaller than that of the Model Y or Model 3. A single additional claim can have a larger effect on a low-exposure series, so this entry deserves more statistical caution than the highest-volume results.

9. Volkswagen ID.4

The ID.4 recorded 1 claim across 37,718 insured vehicle years and had a relative frequency of 9.

That indicates a low observed claim frequency during the covered period. It is not a permanent guarantee for every ID.4, every model year, or every location. Theft methods, organized theft activity, resale demand, and vehicle populations can change over time.

10. Subaru Crosstrek AWD with EyeSight

The 2024 Crosstrek AWD station-wagon series with EyeSight recorded 7 claims across 182,098 insured vehicle years. Its relative frequency was 9.

“With EyeSight” is part of HLDI’s series description and should remain attached to the entry. Equipment and trim distinctions can matter in insurance data; this result should not be generalized to every Crosstrek specification or older model year.

11. Lexus NX 350 AWD

The NX 350 AWD recorded 4 claims across 95,874 insured vehicle years and had a relative frequency of 9.

The Lexus is the list’s clear non-electric luxury-SUV counterexample. Its inclusion shows that low observed theft-claim frequency is not limited to EVs or plug-in hybrids.

Why do EVs and newer SUVs appear so often?

Eight of the 20 vehicles in HLDI’s lowest-frequency table were electric, and four more were hybrids or plug-in hybrids. That pattern may reflect several overlapping factors:

  • Electronic authorization and connected systems: newer vehicles may require electronic authentication, app access, or specialized equipment to operate or resell them.
  • Different resale pathways: a stolen vehicle may be less attractive when it requires specialized servicing, charging equipment, software access, or proprietary parts.
  • Vehicle demographics: newer EVs and plug-in hybrids may be owned, parked, and insured differently from older high-volume vehicles.
  • Exposure and time: newer models have had less time to enter the used-parts and export markets, and some have smaller real-world populations than long-running nameplates.
  • Changing theft methods: criminals do not target every vehicle with the same tools or techniques.

These are reasonable possibilities, not findings that HLDI proved. A low theft-claim rate should not be turned into the broader claim that electric vehicles are inherently theft-proof.

Why a national ranking may not match your neighborhood

The National Insurance Crime Bureau reported 659,880 vehicle thefts in the United States in 2025, down 23.2% from 850,708 in 2024. That still worked out to approximately one vehicle theft every 48 seconds. More than one-third of 2025 thefts occurred in the 10 metropolitan statistical areas with the highest theft volumes, and California had the largest state total. [c003] [c004]

NICB’s figures and HLDI’s figures answer different questions:

  • NICB: reported stolen-vehicle totals across the country.
  • HLDI: insurance-claim frequency normalized by insured vehicle exposure for specific vehicle series.

Neither source says that a particular vehicle cannot be stolen. Your actual risk can be higher or lower depending on:

  • where the vehicle is parked, especially overnight;
  • the vehicle’s age and exact model year;
  • trim, drivetrain, ignition system, and factory immobilizer equipment;
  • local demand for the whole vehicle, parts, or catalytic converters;
  • whether keys are left inside or a keyless fob is exposed to relay attacks;
  • whether the vehicle is left unlocked, running, or unattended; and
  • temporary theft patterns affecting a particular neighborhood or city.

How to reduce the risk of theft

The ranked vehicles are low-frequency performers in one study, but basic security habits still matter. NHTSA recommends taking the key, closing and locking the windows and doors, parking in well-lit areas, and keeping valuables out of sight. [c004]

Use layered protection

  1. Lock the vehicle and take the key or fob. Do not leave the engine running while unattended, even for a short stop.
  2. Use a visible deterrent. A steering-wheel lock can make unauthorized use more conspicuous and add another physical obstacle. It is a deterrent, not an unbreakable barrier.
  3. Consider recovery technology. A vehicle GPS tracker may help locate a stolen vehicle. Check whether it requires a subscription, cellular coverage, installation, charging, or ongoing battery maintenance before buying.
  4. Add an audible warning layer where appropriate. An aftermarket car alarm can draw attention to unauthorized entry or operation, but compatibility and installation quality matter, and an alarm alone does not guarantee prevention.
  5. Protect keyless-entry fobs carefully. A key-fob signal-blocking pouch may be a reasonable accessory for some passive-keyless systems, but product quality and compatibility vary. Confirm that the vehicle does not unlock or start when the fob is stored inside the pouch.
  6. Check manufacturer security campaigns. For any used vehicle, verify the exact model year, ignition type, immobilizer status, and completion of applicable software updates or recall-related work.

Why model year and equipment matter: the Hyundai and Kia example

Recent Hyundai and Kia thefts demonstrate why it is unsafe to generalize from a brand name alone. NHTSA said millions of affected vehicles without an immobilizer were targeted during a social-media theft challenge, leading to software updates and the distribution of steering-wheel locks. [c006]

When shopping for one of those vehicles—or any used car—check the specific year and configuration rather than assuming a newer or similarly named model has identical protection. Confirm the ignition type, whether an immobilizer is installed, and whether every applicable manufacturer campaign has been completed.

What this list does—and does not—tell you about insurance

A low whole-vehicle theft-claim frequency may be useful when comparing ownership risks, but it does not determine your premium by itself. Insurers also consider location, driver history, coverage limits, repair costs, claim severity, vehicle value, safety features, and many other factors.

The Model S example is a reminder that theft likelihood and financial loss are separate questions. Before buying, get an insurance quote for the exact vehicle identification number or configuration where possible. Do not assume an anti-theft device qualifies for a discount; eligibility and documentation rules vary by insurer.

How to use the ranking when shopping

  • Use the list as a starting point for comparing newer vehicle series, not as a guarantee.
  • Match the HLDI entry precisely: drivetrain, model year, trim-related equipment, and hybrid or electric configuration can matter.
  • Check local theft data and ask your insurer about the exact vehicle.
  • Inspect the used vehicle’s keys, fobs, immobilizer, alarm, tracking features, and campaign history.
  • Budget separately for theft prevention, recovery, comprehensive insurance, and potential parts theft.
  • Continue using basic precautions even if the car appears near the top of this ranking.

Frequently Asked Questions

Are these cars impossible to steal?

No. HLDI found unusually low whole-vehicle theft-claim frequencies for these specific vehicle series during the covered period. Any vehicle can still be stolen, broken into, or stripped for parts.

Does a relative frequency of 1 mean one car out of every 100 was stolen?

No. HLDI standardized the all-passenger-vehicle average at 100. A relative frequency of 1 means the reported claim frequency was approximately 1% of that study-wide average.

Are electric cars safer from theft than gas-powered cars?

The HLDI low-frequency group contained many EVs, but the report did not prove that electrification causes lower theft risk. Vehicle security systems, age, exposure, resale pathways, owner demographics, and local theft patterns may all contribute.

Does this ranking apply to all used versions of these models?

No. The comparison covers specified vehicle series and mostly 2022–2024 model years. Older vehicles, different drivetrains, trims, equipment, and markets may have different theft risks.

Will an anti-theft device lower my insurance premium?

Possibly, but only if your insurer offers a qualifying discount and your device meets its current requirements. Ask the insurer before assuming a discount applies.

The Bottom Line

The Tesla Model 3 AWD had the lowest observed whole-vehicle theft-claim frequency in HLDI’s 2022–2024 comparison, followed by the Tesla Model Y AWD and Model 3 RWD. But “thieves always avoid” is not a defensible literal claim. Treat the list as one national insurance-data comparison, then verify local conditions, exact vehicle equipment, manufacturer security updates, and insurance costs. Lock the car, take the keys, park carefully, and use layered deterrence or recovery technology when the risk justifies it.
