10 Reasons Diesel Was Destined to Die in Cars—But Not Everywhere

Diesel did not vanish everywhere, but its passenger-car position weakened sharply in Europe. Ten converging forces explain why, and why the U.S. story was different.

Diesel did not disappear from every market, and it remains important in vehicles beyond passenger cars. But its place in new passenger cars became much harder to defend, especially in Europe, where it had once been a leading choice. The decline was not the result of one fatal flaw: emissions compliance, the Volkswagen scandal, policy changes and competing powertrains all contributed. In the United States, diesel passenger cars never had the same foothold.

Why the decline looks different in Europe and the United States

In the European Union, diesel accounted for 52% of new passenger-car sales in 2015, falling to 36% in 2018, according to a European Commission staff working document published in 2022. The International Energy Agency’s 2021 Oil report put diesel below 30% of new-car registrations in Europe by the time of its publication. These figures come from different sources and reporting periods, so they show the direction of change rather than one perfectly continuous series.

The U.S. story started from a very different point. The U.S. Environmental Protection Agency’s 2022 Automotive Trends Report says diesel vehicle sales peaked at 5.9% of the U.S. market in model year 1981. That figure covers diesel vehicles, not a current passenger-car share; it nevertheless shows why the European experience cannot simply be applied to America. The ten forces below help explain the passenger-car decline, with the strongest evidence concentrated in Europe and the U.S. Volkswagen case.

10 forces that pushed diesel out of passenger cars

1. NOx control was a separate challenge from CO2 reduction

Diesel’s fuel-economy and CO2 advantages did not solve the problem of controlling nitrogen oxides (NOx). NOx is a local air pollutant; CO2 is a greenhouse gas. A car’s performance on one does not establish its performance on the other, and lower CO2 should not be read as proof of lower NOx.

The EPA’s September 18, 2015 Volkswagen notice alleged that certain Volkswagen and Audi diesel cars used software that reduced emissions controls during normal driving. Depending on the drive cycle, the agency said the affected cars emitted NOx at 10 to 40 times the applicable standard. That case demonstrates the consequences of a serious compliance failure; it does not establish that every diesel car had the same emissions performance.

2. Dieselgate damaged confidence in manufacturers’ claims

The Volkswagen case turned emissions compliance into a question of whether a car’s controls worked on the road as well as during a test. In a September 25, 2015 enforcement update, the EPA described its allegation this way: “These cars contain software that turns off emissions controls when driving normally, and turns them on when the car is undergoing an emission test.” The statement concerned the Volkswagen matter and described an allegation, not a criminal conviction.

The official aftermath was substantial: the EPA says settlements resolved Clean Air Act allegations involving approximately 590,000 model-year 2009–2016 diesel vehicles equipped with defeat devices. The episode made trust and compliance central liabilities for diesel as a passenger-car proposition.

3. On-road scrutiny became more consequential

After the Volkswagen case, the EPA added defeat-device screening to its oversight. European institutions also describe stronger scrutiny and real-driving emissions rules as part of the wider response. The practical significance is not that every manufacturer was found to have cheated, but that emissions systems and their behavior beyond a laboratory test faced greater attention.

4. Effective emissions hardware and calibration mattered more

Meeting pollution limits depends on controls that function effectively, including systems such as selective catalytic reduction and lean NOx traps, both referenced in the EPA’s Volkswagen notice. As scrutiny increased, reliable hardware and calibration became more consequential to a diesel car’s ability to meet standards in real use. The available evidence does not establish a comparable cost premium across models, so it cannot support a universal claim about how much these systems added to a car’s price or upkeep.

5. EU fleet CO2 standards changed manufacturers’ incentives

European Union law sets fleet-average performance standards for new cars and vans. These are not a diesel-specific ban: they push manufacturers to reduce the average emissions of the vehicles they sell, leaving them to make choices across their product mix. A drivetrain that once helped manufacturers meet efficiency goals could lose its strategic advantage as other routes to lower fleet emissions became more available.

6. Policy increasingly pointed toward zero-emission cars

The European Commission’s current cars-and-vans overview describes a 2035 target in the context of the applicable EU legislation. It is a policy signal shaping long-term product planning, not evidence that every combustion-engine vehicle was immediately prohibited in 2035. Because legislation can change, readers should consult the current EU rules when making a decision that depends on the target’s details.

7. Electric cars became a meaningful competitor

The Commission reports that zero-emission vehicles made up 14.5% of new car registrations in the EU, Norway and Iceland in 2024. It also says average CO2 emissions from new European passenger cars fell 28% between 2019 and 2024, identifying the rise in zero-emission vehicles as the main driver. Those figures establish that electric and other zero-emission cars had become a material part of the market shift; they do not isolate how much they caused diesel’s decline.

8. European buyers and manufacturers moved away from diesel

The registration figures record a substantial change in choices: the European Commission’s 2022 assessment shows diesel falling from 52% of EU new passenger-car sales in 2015 to 36% in 2018, while the IEA’s 2021 report puts Europe’s new-car diesel share below 30% by its publication. The numbers establish a retreat, not a single explanation for it. Buyer demand, manufacturer lineups and policy pressures operated together rather than as separately measured causes.

9. The U.S. lacked Europe’s diesel-car foundation

Diesel’s U.S. market peak—5.9% of diesel vehicle sales in model year 1981, per the EPA’s 2022 report—was far smaller than Europe’s later passenger-car share. The American experience was therefore not a mass-market technology losing its dominant position; diesel passenger cars had a narrower base to begin with. The EPA statistic should not be mistaken for a present-day U.S. passenger-car percentage.

10. The case for diesel became less decisive as alternatives multiplied

When a technology faces emissions scrutiny, policy pressure and a growing set of competing powertrains, the reasons to choose it can become less compelling for some buyers and manufacturers. The fall in Europe’s diesel share alongside the rise of zero-emission registrations supports that broad interpretation, but the available figures do not quantify the contribution of fuel prices, repair costs, resale values, driving range or any other ownership factor. Those trade-offs vary by vehicle, use pattern and local rules; there is no evidence here for a universal diesel-versus-electric winner.

What “destined to die” gets wrong

The phrase captures a real reversal in passenger cars, most clearly in Europe, but it overstates the case if read literally. The evidence describes a decline in new-car registrations, not the disappearance of diesel technology from every country or vehicle class. Nor does it show that one event alone caused the decline: emissions compliance, the trust shock, fleet standards, electric competition and different regional starting points converged.

For a buyer comparing particular cars, the useful questions are model-specific: how each performs on local pollutants such as NOx; what its CO2 or fuel-consumption figure measures and under which test cycle; what the purchase and ownership costs are; and which local rules apply to the intended use. A broad label such as “diesel” or “electric” cannot answer those questions on its own.
