Those are different problems, and the cause depends on the vehicle, brake type, timing, and which wheels are affected. If a wheel remains locked or dragging, the brakes smoke, or you notice unusual heat, stop somewhere safe and arrange professional inspection or recovery; do not keep driving to see if it happens again.
What “brakes locking up” can mean
A wheel may lock momentarily during braking and slide, or a brake may continue applying force after you release the pedal. The first is a wheel-slip event; the second suggests that brake pressure or hardware is not releasing as it should. The distinction matters because the likely causes and diagnostic steps differ.
ABS monitors wheel rotation and modulates brake pressure to control wheel slip. It can reduce, hold, and reapply pressure as needed. A wheel that remains bound after pedal release is not normal ABS operation. NHTSA explains that a sliding tire loses grip in all directions, and a locked wheel can make the vehicle unstable: NHTSA’s ABS overview and NHTSA tire safety information.
An ABS or brake warning light, or a diagnostic trouble code, can help guide vehicle-specific diagnosis, but it does not identify a failed part by itself. For example, a 2012 Ford Fusion service manual describes ABS indicators and codes for that vehicle; those details do not establish scanner compatibility or diagnosis for other makes and years.

10 possible causes to have inspected
These are possible fault categories, not a ranking of the ten most common causes. Several can produce similar symptoms, and some findings depend on the vehicle’s brake design.
1. A sticking disc-brake caliper or piston
If a caliper or piston does not release, a pad can remain pressed against the rotor. A pull, drag, or one unusually hot wheel may be a clue, but none confirms a caliper fault. The wheel-end assembly needs inspection.

2. A binding drum-brake wheel cylinder or internal hardware
A malfunctioning wheel cylinder or damaged, loose, or sluggish drum-brake hardware can interfere with release. Drum-brake layouts and service procedures vary, so symptoms alone cannot pinpoint the component.
3. A restricted or deteriorated brake hose or line
A restriction in a hydraulic path is one possible explanation when a brake does not release normally. A hot wheel does not prove that a hose or line is restricted; a technician must inspect the system and compare the findings with the vehicle’s service information.

4. A hydraulic pressure-release problem
If multiple brakes drag, a system-level pressure-release fault may be considered. General troubleshooting references include the master cylinder among possible causes, but several-wheel drag does not confirm that it is the failed part.
5. An ABS hydraulic or control-system fault
An ABS fault can affect brake control, and a vehicle-specific scan may reveal relevant codes. A code is a diagnostic lead, not an instruction to replace the named or associated component without further checks.

6. A binding parking-brake cable or mechanism
A parking-brake mechanism that does not fully release can keep brake hardware engaged. The affected wheel or wheels and the vehicle’s design help guide inspection; do not assume that releasing the lever or pedal has freed a binding mechanism.
7. Corrosion or lining adhesion after extended parking
Moisture and corrosion can contribute to brake adhesion after a vehicle has been parked. A NHTSA-filed 2004 defect description discusses linings adhering to drums under certain conditions involving extended parking, moisture, dust, salt, and temperature. That report concerns heavy vehicles; it is not evidence that this is a common cause in passenger cars.

8. Brake adjustment or slack-adjuster problems
Adjustment issues appear in brake-lock troubleshooting references, and tight slack-adjuster clearance is discussed in NHTSA’s heavy-vehicle defect material. Slack adjusters are associated with air-brake systems, so this mechanism should not be presented as a routine explanation for a passenger car’s disc brakes.
9. Loose, bent, broken, or incorrectly fitted components
Damaged or improperly fitted brake components can interfere with normal movement. A NHTSA-hosted troubleshooting document lists loose, bent, or broken parts among possible locking-brake causes. Applicability depends on the vehicle and brake system.
10. Drum or friction-component condition problems
Out-of-round drums are listed in the same troubleshooting material as a possible contributor. That does not establish that an irregular drum—or a rotor or other friction component—is responsible in a particular vehicle. Measurement and inspection are needed.

Before contacting a repair shop, note which wheel seems affected; whether the brake releases after you lift your foot; whether the issue occurs only during a stop or persists afterward; when it began, including any recent long parking period; and which warning indicators appeared. These observations can help a technician narrow the investigation, but they are not a diagnosis.

Stop in a safe location and arrange professional inspection or recovery if a wheel remains locked, a brake continues dragging, you see smoke, or a brake or wheel is unusually hot. Locked wheels can destabilize a vehicle, and high brake temperatures can reduce braking effectiveness. Do not continue driving to test whether the symptom returns, open hydraulic lines, or disable ABS. The correct diagnosis and repair depend on the vehicle and the actual fault.
