In a U.S. analysis of 2022–24 model years, the Highway Loss Data Institute (HLDI) found several vehicles with claim frequencies below 15% of the passenger-vehicle average. That is a measure of claims relative to insured exposure—not a count of how many vehicles were stolen or a guarantee about any individual car.
How to read this list
HLDI’s May 2025 report compared whole-vehicle theft claims with insured vehicle years for 2022–24 model years. Across passenger vehicles, the average was 0.45 claims per 1,000 insured vehicle years. In HLDI’s relative scale, 100 represents that average; a value below 100 means a lower claim frequency in the study, not immunity from theft. IIHS’s summary of the report describes the same model-year analysis.
This is different from a ranking by raw theft count. Counts can be higher for vehicles that are more common on the road; claim frequency adjusts for insured exposure. The report identifies vehicles in a low-frequency group rather than establishing a timeless “hardest cars ever” ranking. The examples below are drawn from that group, and the cited summary does not provide a comparable exact claim-frequency figure for each one.
The report covers U.S. insured vehicles and 2022–24 model years. It is not a real-time feed or a ranking of 2026 models, and it does not compare purchase price, insurance premiums, reliability, or theft rates outside the United States.

The remaining four spots are deliberately not filled with guesses: the available report summary does not establish a ten-vehicle ordered list or name ten qualifying vehicles. Why popular or desirable does not mean theft-resistant
Theft frequency can differ sharply even among vehicles that attract attention. In HLDI’s 2022–24 analysis, the Chevrolet Camaro ZL1 had a relative whole-vehicle theft claim frequency of 3,949, where 100 is the passenger-vehicle average. IIHS summarized that as 39 times the average; the standard Camaro was 13 times the average. These figures are a useful contrast, not evidence that desirability alone determines theft risk. IIHS explains the comparison.
Pickups also feature prominently among high-frequency vehicles: eight of the 20 vehicle series with the highest theft claim frequencies in HLDI’s analysis were pickups. Every vehicle in that high-frequency group had overall losses above twice the passenger-vehicle average. The figures concern insurance losses and claims, not a direct measure of how difficult a thief would find a particular vehicle to defeat.

What makes a vehicle harder to take—and what helps after theft
Anti-theft technologies play different roles. An immobilizer can prevent the engine from starting without the correct key or authorization. A tracker does not necessarily prevent theft; it may help locate a vehicle after it has been taken. NHTSA says, “There are numerous antitheft systems and devices designed to make vehicles more difficult to steal or easier to trace and recover,” and encourages manufacturers to install passive systems such as immobilizers. NHTSA’s theft-prevention guidance explains these tools.
- Factory immobilizer: A starting-system barrier intended to stop unauthorized engine operation.
- Steering wheel lock: A visible physical deterrent that may make a vehicle less convenient to target; it is not a guarantee.
- Audible alarm: A warning and deterrence measure, not a substitute for secure habits.
- GPS tracker: Primarily a recovery aid; locating a vehicle is not assured.
NICB advises locking doors and not leaving a vehicle running unattended. It also lists steering wheel locks, audible alarms, and aftermarket GPS tracking as possible additional technologies. NICB’s vehicle-theft prevention guidance includes steps to take if a vehicle is stolen: promptly report it to police and notify the insurer. Check the specific policy for coverage rather than assuming every theft-related expense is covered.

Hyundai and Kia: why model year and equipment matter
Older theft concerns about Hyundai and Kia should not be applied indiscriminately to every vehicle from those brands. IIHS reported that only 17% of 2011 Hyundai and Kia models had standard electronic immobilizers, compared with 92% of 2011 models from other brands. By 2023, immobilizers were standard on all Hyundai and Kia models. IIHS’s 2024 discussion also notes that theft and vandalism claims remained elevated in the period it studied despite software upgrades; the software immobilizer depended on the driver locking the vehicle with the key fob. Those historical findings are not a current model-by-model theft-rate ranking.
How to use the data when choosing or protecting a car
- Use theft-claim frequency as one comparison point, not as a promise that a vehicle cannot be stolen.
- Check the exact model year and equipment, especially whether the vehicle has an immobilizer.
- Consider visible deterrents for prevention and a tracker for potential recovery; they solve different problems.
- Lock the vehicle and do not leave it running unattended.
- If theft occurs, contact police and your insurer promptly, then verify what your policy covers.
For broader context, NHTSA’s vehicle-theft prevention page reported that a motor vehicle was stolen every 48 seconds in the United States in 2025. That national statistic describes the scale of theft, not the comparative risk of any model in HLDI’s insured-vehicle analysis. NHTSA provides the national context and prevention guidance.
