Each earns consideration for rarity, driving character, off-road ability, or utility; none is automatically legal to register in every state.
The federal 25-year safety exemption is only the starting point. As of August 13, 2026, the relevant date is the vehicle’s actual manufacture date, while EPA emissions treatment, import declarations, proof of entry, and destination-state registration remain separate issues.

This shortlist is organized by what each car does best, not by an unsupported reliability or value ranking. No personal testing, ownership experience, current auction-price research, or state-by-state registration survey was used.
Key takeaways
- As of August 13, 2026, NHTSA’s federal safety exemption generally covers vehicles manufactured on or before August 13, 2001, but the 25-year calculation uses the manufacture date rather than a casual model-year assumption; see NHTSA’s importation and certification guidance.
- EPA treatment is separate: the EPA’s 2010 guidance describes a 21-original-production-year emissions exemption for a qualifying non-U.S.-version vehicle that remains in its original, unmodified configuration.
- Importers should expect the DOT/NHTSA HS-7 declaration, EPA Form 3520-1, ownership and age documents, and proof of formal entry that a state DMV may later request.
- The Autozam AZ-1, Honda Beat, and Suzuki Cappuccino are the strongest choices for distinctive open-air or mid-engine driving; the Suzuki Jimny and Mitsubishi Pajero Mini are the strongest off-road-oriented choices.
- The Honda Acty and Subaru Sambar make the most sense when compact cargo utility matters more than performance, while the Alto Works, Vivio, and Mira TR-XX target buyers who want period kei-car performance.
- Federal import eligibility does not guarantee unrestricted registration, insurance, inspection approval, or public-road use in every state.
What makes these kei cars worth importing?
“Worth importing” is an editorial judgment, not a promise that every example is cheap, reliable, easy to title, or enjoyable for every buyer. These ten cars earn a place because each offers a distinctive purpose, factory specification, historical identity, rarity, or packaging concept that is difficult to duplicate with a vehicle originally sold broadly in the United States.
#1 Best Overall
- V8 POWER: The model features a 400 cubic inch V8 engine, reflecting the muscle and power that defined the GTO's reputation.
- DETAILED SUSPENSION & EXHAUST: The kit incorporates separate rear suspension and exhaust detailing, adding to the realism of the model.
- BUCKET SEATS & CONSOLE: The model's interior features bucket seats and a floor shifter with a console, capturing the iconic look and feel of the GTO.
- OPTIONAL SUPERCHARGER: For those seeking more power, the kit offers an optional supercharger, allowing you to customize your model.
- CLEAR & COMPREHENSIVE INSTRUCTIONS: The included instructions are clear and user-friendly, making the kit accessible to modelers of different skill levels, from beginners to experienced hobbyists.
The shortlist deliberately covers several different reasons to import: collectible design, lightweight roadster driving, turbocharged hot-hatch character, compact four-wheel-drive ability, commercial utility, and unusual Japanese-market engineering. The right choice depends more on the buyer’s intended use and the condition of the individual car than on a universal ranking.
How old must a kei car be to import to the USA?
For the federal safety exemption, NHTSA measures age from the vehicle’s date of manufacture. As of August 13, 2026, a vehicle manufactured on or before August 13, 2001, is generally at least 25 years old, subject to acceptable proof of age and the required declarations. A model name or model year alone is not enough when the exact build date is uncertain.
The federal 25-year rule concerns importation under federal motor-vehicle safety requirements. The rule does not automatically settle emissions treatment, state titling, insurance, inspection, or road-use questions. NHTSA’s current importation FAQs are the appropriate starting point for the federal safety question.
Does the 25-year rule guarantee registration in every state?
No. A federally eligible kei car may still face different state requirements, inspection rules, insurance limitations, title classifications, or restrictions on public-road use. U.S. Customs and Border Protection specifically distinguishes federal importation from later state registration, so buyers should check the destination state before purchasing or shipping the car.
CBP advises retaining proof of formal entry because a state DMV may request that evidence when the buyer applies for a title and registration. The CBP guidance on registering a foreign vehicle or motorcycle explains that the state DMV process is separate from federal entry.
Federal import requirements at a glance
| Question | Relevant federal rule or document | What the rule does not establish |
|---|---|---|
| Is the vehicle old enough for the safety exemption? | NHTSA’s safety-related threshold is 25 years, measured from the manufacture date. As of August 13, 2026, the practical date in this dossier is August 13, 2001 or earlier. | It does not guarantee a state title, unrestricted road use, insurance, or inspection approval. |
| What about emissions? | EPA’s 2010 guidance describes a 21-original-production-year exemption for a qualifying non-U.S.-version vehicle in original, unmodified configuration; the importer declares the basis on EPA Form 3520-1. | It does not make every modified or swapped example automatically qualifying. |
| What is filed at entry? | The importer should expect the DOT/NHTSA HS-7 declaration and EPA Form 3520-1, along with ownership and age documentation. | Paperwork at the port does not replace the destination state’s title and registration process. |
| What should be retained afterward? | Proof of formal CBP entry, ownership, and the vehicle’s age documentation. | Retaining documents cannot overcome a state rule that limits registration or public-road use. |
The EPA’s 2010 publication states: “The vehicle is 21 OP years old or older and in original unmodified configuration.” The same publication also explains that the Clean Air Act prohibits importing a vehicle that does not conform to U.S. EPA emissions standards and requirements unless an applicable exemption or other lawful basis applies. Read the complete EPA procedures for importing vehicles and engines before assuming that age alone resolves the emissions question.

Which kei car is best for a collector?
1. Autozam AZ-1: the collectible micro-supercar
The Autozam AZ-1 is the best choice here when rarity and visual drama matter more than practicality. Mazda’s official 1992 archive describes the AZ-1 as a two-seat micro-coupe with gull-wing doors, plastic outer body panels, a midship layout, and a 660cc intercooled turbo engine producing 64 PS net. See the Mazda AZ-1 archive for the documented factory specification.
The AZ-1 has the clearest “nothing quite like this was sold locally” appeal in the group. The combination of mid-engine packaging, gull-wing doors, low-volume Autozam identity, and unusual body construction makes the AZ-1 a natural conversation piece and collector candidate.
Best for: collectors, design-driven buyers, and enthusiasts who accept a two-seat-only car in exchange for rarity.
Screen first: inspect the plastic outer panels, specialized trim, chassis identity, crash repairs, corrosion, and documentation. A visually striking AZ-1 with missing or damaged model-specific pieces can be a worse purchase than a less glamorous car with complete, original equipment. Verify the exact chassis and original configuration before buying; these are purchase-screening priorities, not claims from a firsthand inspection.
2. Honda Beat: the mid-engine open-air purist’s choice
The Honda Beat is the strongest pick for a buyer who wants a uniquely Japanese roadster experience in the smallest possible package. Honda’s 1991 product archive identifies the Beat as a two-seat, mid-engine kei passenger car; the Honda Beat product archive documents that basic factory identity.
The Beat combines two traits that rarely appear together in a kei-sized car: an open body and a mid-engine layout. The Beat therefore suits weekend driving and lightweight-car enthusiasts better than buyers seeking cargo space, long-distance comfort, or all-weather utility.
Best for: open-air weekend driving, lightweight-car fans, and buyers who want a roadster rather than a practical hatchback.
Rank #2
- Doors Open
- Pullback Action
- Die Cast Metal Body
- PULL BACK ACTION WITH FREE ROLLING WHEELS
Screen first: check the soft-top condition, corrosion, suspension wear, cooling system, interior, and trim completeness. A running Beat is not automatically a sorted Beat. Soft-top repairs and missing interior or body pieces can materially change the ownership proposition, so service history and originality deserve attention before cosmetic upgrades.
3. Suzuki Cappuccino: the most complete small roadster formula
The Suzuki Cappuccino is the best choice for a buyer who wants a conventional front-engine, rear-drive sports-car layout in kei dimensions. Suzuki’s 1991 archive lists a 657cc DOHC intercooled turbo engine, FR drive, four-wheel disc brakes, double-wishbone suspension, and a roof that can be configured in four ways; those specifications are documented in the Suzuki Cappuccino Digital Library.
The Cappuccino stands apart from the other famous early-1990s kei roadsters because its architecture is familiar to traditional sports-car buyers: front engine, rear drive, manual-transmission availability, and a multi-piece roof concept. The car is still tiny, but the layout gives it a recognizable enthusiast identity.
Best for: drivers seeking a small, traditional sports-car feel and buyers who specifically value manual-transmission involvement.
Screen first: inspect roof-panel fit and hardware, accident repairs, corrosion, turbo-system condition, and the quality of modifications. Original configuration matters for both collectibility and the emissions paperwork question. A modified roof, suspension, engine, or management system should be understood before the car is shipped.

4. Suzuki Alto Works: the turbo hot hatch
The Suzuki Alto Works is the practical performance choice for buyers who want kei dimensions without limiting themselves to a two-seat roadster. Suzuki records the Alto Works’ introduction in 1987 and successive generations through 2000, while its engine archive identifies turbocharged Works generations using F5A, F5B, F6A, and K6A engine families. The Suzuki Works archive is the right place to identify the exact generation rather than treating every Alto Works as the same car.
The Alto Works offers a period Japanese hot-hatch personality with more everyday usefulness than the AZ-1, Beat, or Cappuccino. Exact generation and drivetrain configuration matter, however; the Works name covers more than one engine family and an extended run of cars.
Best for: buyers who want a lively hatchback, room for more than two people, and a strong period-performance identity.
Screen first: establish the generation, engine, transmission, and drivetrain before comparing examples. Then inspect turbo wear, drivetrain abuse, corrosion, bent body structure, and heavily modified suspension or engine management. A well-documented original or thoughtfully maintained car is preferable to a cheaply modified example whose underlying condition is unknown.

5. Suzuki Jimny: the miniature off-road tool
The Suzuki Jimny is the strongest off-road choice on this list because its compact size is matched by a purpose-built four-wheel-drive architecture. Suzuki’s official history traces the Jimny to 1970 and describes the continuing ladder-frame, FR, part-time 4WD, low-range, and rigid-axle formula. Suzuki’s history records the third generation’s 1998 introduction with a 658cc intercooled turbo engine and revised three-section ladder frame; see the Suzuki Jimny Digital Library.
The Jimny is less dependent on novelty than most cars in this article. The vehicle has a clear job: trail access, rural travel, snow, and narrow-road exploration. That purpose also means previous use matters enormously. A heavily abused Jimny can be a poor buy even when the model itself is an excellent fit.
Best for: off-road enthusiasts, rural owners, and buyers who value compact capability more than highway refinement.
Screen first: prioritize frame rust, suspension and steering wear, transfer-case operation, 4WD engagement, low-range function, and evidence of off-road impact. Confirm the destination state’s treatment of the imported utility vehicle before purchase, especially if the intended use includes public roads.

The Mitsubishi Pajero Mini is the best alternative to the Jimny for buyers who prefer an upright, SUV-shaped kei vehicle. Mitsubishi’s official history identifies the 1994 Pajero Mini as a kei mini-RV with 659cc naturally aspirated and turbo engine options, Easy Select part-time 4WD, and 2WD, 4-Hi, and 4-Low modes. Mitsubishi also records a 195mm ground-clearance figure for a representative specification and describes its RISE impact-safety body structure in the Pajero history archive.

- 1:18 Special Edition. Detailed die-cast precision model. Large - approx 9.5" replica.
- Die-cast metal body. Opening doors and engine compartment.
- Full functioning steering. Four-wheel suspension.
- Detailed chassis with separate exhaust system.
- Mounted on plastic stand.
The Pajero Mini offers a more SUV-like presentation than the roadsters and hatchbacks here while retaining compact dimensions and low-range-oriented hardware. The 195mm figure belongs to a representative model, so buyers should not assume that every year, engine, or trim has identical clearance.
Best for: buyers who want upright SUV styling, compact size, and light-duty off-road ability.
Screen first: inspect underbody corrosion, 4WD engagement, turbo-system health on turbo examples, automatic-transmission condition, and model-specific body trim. Confirm whether the vehicle is 2WD or 4WD and verify that the actual controls provide the modes the buyer expects.
Which kei car has the most unusual engine?
7. Subaru Vivio: the technically distinctive four-cylinder kei
The Subaru Vivio is the engineering-focused choice for enthusiasts who want an unusual kei-car powertrain and period performance identity. Subaru’s official history says the Vivio launched in March 1992 with a 660cc four-cylinder engine, DOHC and supercharged variants, a focus on stable handling, and involvement in motorsport; the Subaru manufacturing history provides the manufacturer’s account.
The Vivio stands apart from many kei rivals through its four-cylinder engine family and performance-oriented versions. The car is therefore attractive to technically curious buyers who enjoy researching variants as much as driving the finished vehicle.
Best for: enthusiasts who value unusual mechanical design, compact dimensions, and period motorsport flavor.
Screen first: establish whether the example is naturally aspirated or supercharged, then check the supercharger system where equipped, cooling, applicable belt and maintenance history, corrosion, drivetrain, and parts sourcing. Do not assume that a rare performance variant will have the same parts availability as a more common kei model.

8. Honda Acty: the useful kei workhorse
The Honda Acty belongs on the list because importing a kei car does not have to mean buying a toy. Honda’s archive documents Acty Van generations including the 1999–2005 series in its Acty Van archive.
The Acty’s strongest argument is useful packaging: compact cargo transport, a commercial-vehicle format, and a practical novelty that was not broadly sold in the United States. The exact example still needs to be identified carefully because buyers may encounter different body and drivetrain configurations.
Best for: hobby farms, mobile workshop projects, event support, light cargo, and owners who want a useful Japanese-market vehicle.
Screen first: confirm whether the specific vehicle is a van or truck, inspect the load area and underbody, verify the drivetrain configuration, and check the destination state’s classification and intended road-use rules. Cargo wear is not automatically a defect, but hidden corrosion or structural damage from commercial use should change the purchase decision.

9. Subaru Sambar: cab-over practicality with cult appeal
The Subaru Sambar is the practical cab-over counterpart to the Acty, suited to compact hauling, workshop projects, or a micro-camper conversion. Its appeal is the Japanese-market commercial format and packaging rather than an unsupported claim of superior reliability, power, or performance.
The Sambar broadens this shortlist with a second genuinely useful commercial kei option. Buyers should treat the exact generation and drivetrain as an identification task, not an assumption: the official sources collected for this article establish the broader import framework and document the other manufacturer models more directly than they establish precise Sambar specifications.
Best for: compact hauling, micro-camper projects, workshop use, and readers who want a rarer alternative to the better-known Suzuki Carry or Honda Acty.

- High-Quality Collectible: AMT's improved reissue offers superior parts and detailing, making it a must-have for model enthusiasts and collectors.
Screen first: inspect floor and chassis corrosion, cargo-vehicle wear, body condition, parts access, and drivetrain configuration. Confirm whether the example is a van or truck and ask the destination state how that vehicle type will be classified before shipping. Avoid relying on an auction description that does not identify the exact generation and equipment.

The Daihatsu Mira TR-XX is the historical wildcard for buyers who want a small, boxy turbo hatchback rather than the more predictable Alto Works. Daihatsu’s official history describes the Mira TR-XX as a 1985 kei performance model with a high-revving turbo engine and dual exhausts, and calls it an influential example of the kei power race; the Daihatsu manufacturer history documents that background.
The TR-XX has more historical importance than its size suggests. Its period-performance identity makes it appealing to Japanese performance-history collectors, especially those who prefer an unusual model over a familiar enthusiast favorite.
Best for: collectors and drivers who enjoy small, boxy, turbocharged hatchbacks with a strong period identity.
Screen first: establish the generation, inspect for rust and incomplete trim, verify engine and turbo condition, and look closely for engine swaps or poor-quality tuning. An unmodified example with usable documentation may be more valuable as a purchase than a faster-looking car with an unclear mechanical history.

How should buyers compare these ten cars?
Use separate decision categories instead of trying to create one universal ranking. The following questions expose the trade-offs that matter before a buyer spends money on a specific imported example.
- Driving character: decide whether the priority is mid-engine balance in the AZ-1 or Beat, front-engine/rear-drive sports-car architecture in the Cappuccino, turbocharged hatchback character in the Alto Works or Mira TR-XX, unusual four-cylinder engineering in the Vivio, or low-range off-road ability in the Jimny or Pajero Mini.
- Practicality: choose between a two-seat roadster, a hatchback with more than two seats, an SUV-like cabin, a cargo van, or a truck. The AZ-1, Beat, and Cappuccino sacrifice carrying capacity for their sports-car identity; the Acty and Sambar make the opposite trade.
- Mechanical complexity: forced induction, supercharging, manual or automatic transmission, and 2WD or 4WD all affect what must be inspected. A turbo, supercharger, roof mechanism, transfer case, or unusual drivetrain should be treated as a condition question, not a reason to assume failure.
- Condition risk: rust, crash repair, bent structure, missing trim, scarce body panels, soft-top damage, and undocumented modifications can overwhelm the model’s appeal. Structural and configuration checks deserve priority over paint, wheels, or cosmetic upgrades.
- Import and registration practicality: verify the manufacture date, original configuration, required declarations, ownership records, formal entry documents, and destination-state treatment. Federal age eligibility is only one part of the process.
- Parts and service strategy: common mechanical components may be easier to address than model-specific body panels, roof hardware, interior trim, or performance systems. Research the exact generation and parts supply before choosing a rare variant.
What should you check before buying or shipping?
- Confirm the actual manufacture date. Obtain acceptable age documentation and do not rely only on a listing’s model year. For the August 13, 2026 snapshot, the relevant practical cutoff is manufacture on or before August 13, 2001 for the 25-year federal safety exemption.
- Identify the exact model, chassis, generation, engine, transmission, and drivetrain. Alto Works, Jimny, Pajero Mini, Vivio, Acty, Sambar, and Mira TR-XX examples can differ substantially by generation or configuration.
- Check original configuration before accepting modifications. EPA’s 21-original-production-year emissions treatment is described for a qualifying vehicle in original, unmodified configuration. Engine swaps, altered management, turbo conversions, or other changes require careful review rather than an assumption that age settles the issue.
- Collect ownership and entry documents. Expect the DOT/NHTSA HS-7 declaration and EPA Form 3520-1 at entry, and retain ownership, age, and formal CBP-entry records for the later state title process.
- Inspect structure before cosmetics. Frame or chassis rust is especially important on Jimny and Pajero Mini examples; floor and cargo-area corrosion matters on Acty and Sambar vehicles; body-panel and trim availability matters on an AZ-1; roof hardware matters on a Beat or Cappuccino.
- Verify the systems that define the model. Test 4WD and low range on off-road models, the turbo or supercharger on performance models, the roof on the Cappuccino, the soft top on the Beat, and the cargo configuration on commercial vehicles.
- Ask the destination state before committing. A state DMV, inspection authority, insurer, or title specialist may apply requirements that are not answered by the federal 25-year exemption. The state’s treatment should be confirmed before purchase or shipment.
- Use professional help when the transaction is unfamiliar. A licensed vehicle-import broker can help organize import clearance, declarations, age and ownership records, and shipping coordination, but a broker cannot guarantee federal eligibility, state registration, insurance, or inspection approval.
How much does it cost to import a kei car from Japan?
No single purchase price or total landed-cost estimate can be stated responsibly from this dossier. Auction prices, shipping charges, clearance costs, repair needs, documentation, insurance, and state-specific title or inspection requirements vary by vehicle, location, condition, and timing.
Buyers should price the exact car rather than budget from the model’s reputation. Obtain a vehicle-specific purchase and shipping quote, add a realistic inspection and repair reserve, and resolve the federal and state paperwork questions before treating an attractive auction price as the cost of ownership. This article intentionally does not invent current auction prices, reliability rankings, or state-by-state registration conclusions.
Bottom line
The best kei car to import depends on the job. Choose the AZ-1 for collectible design, the Beat or Cappuccino for small-roadster character, the Alto Works or Mira TR-XX for turbo hot-hatch appeal, the Jimny or Pajero Mini for compact 4WD ability, the Vivio for unusual engineering, and the Acty or Sambar for practical commercial packaging. Before shipping any of them, verify the manufacture date, original configuration, federal forms, formal-entry records, vehicle condition, and destination-state registration rules.
Frequently Asked Questions
Can I import a Honda Beat to the United States?
A Honda Beat may qualify for the federal safety exemption when its manufacture date satisfies the applicable 25-year requirement, and EPA treatment is a separate question. State registration, inspection, insurance, and public-road eligibility still need to be confirmed before the vehicle is purchased or shipped.
How much does it cost to import a kei car from Japan?
There is no reliable single cost for importing a kei car from Japan. The total varies with the individual vehicle, purchase price, shipping, clearance, condition, documentation, and destination-state requirements, and this dossier does not provide a current landed-cost estimate.
Which kei car is best for off-roading?
The Suzuki Jimny is the strongest off-road-oriented choice in this shortlist because its documented formula includes a ladder frame, part-time 4WD, low range, and rigid axles. The Mitsubishi Pajero Mini is the main alternative for buyers who prefer a more SUV-shaped compact vehicle, subject to condition and state rules.
The Bottom Line
The 25-year federal safety exemption can make an older kei car eligible for importation, but it does not make every example legal for unrestricted road use in every state. Buy the car that matches your purpose, then verify its exact date, configuration, condition, paperwork, and state treatment before money or shipping is committed.
