10 Best Used SUVs Under $15,000 for Budget Buyers

KBB’s ten-model shortlist includes compact, midsize and three-row SUVs. See how to use it alongside 2026 rankings and vehicle-specific safety and condition checks.

For U.S. shoppers with a firm $15,000 vehicle-price ceiling, Kelley Blue Book’s September 2025 shortlist offers ten specific used-SUV model years to consider, from a compact Honda CR-V to three-row family haulers. Treat it as a starting list, not a promise that every example is currently available under budget: local price, mileage, condition, trim and equipment all matter.

Which used SUVs are worth shortlisting under $15,000?

The models below are Kelley Blue Book’s picks, in the order presented in its September 19, 2025 article. They are candidates to shop—not guarantees of reliability, safety or price for any individual vehicle. Check local listings and the exact vehicle’s history and equipment before deciding.

  1. 2016 Honda CR-V

    KBB’s first pick is a practical, efficient compact SUV with useful cargo room. It is a sensible starting point for buyers who want everyday utility without moving up to a larger vehicle.

  2. 2013 Toyota Highlander

    This is the list’s older three-row option, with seating for seven. KBB notes that V6, hybrid and all-wheel-drive configurations were available; verify which powertrain and drivetrain the specific vehicle has.

  3. 2016 Honda Pilot

    For shoppers prioritizing passenger and cargo space, KBB says the Pilot seats up to eight and was available with AWD. Compare its larger footprint and capacity with what you actually need.

  4. 2016 Toyota RAV4

    A compact alternative to the CR-V, the RAV4 offers practical everyday utility. KBB also highlights available comfort and audio features, which can vary by trim.

  5. 2018 Mazda CX-5

    KBB positions this as the sportier compact choice. Separately, iSeeCars’ 2026 reliability ranking names the 2016 CX-5—not the 2018 model—as its top small/compact SUV for reliability, with an 8.0/10 rating. That model-level estimate should not be treated as a prediction for an individual car.

  6. 2018 Subaru Forester

    KBB highlights standard AWD and cargo utility, making it a candidate for shoppers who regularly face severe winter conditions. AWD does not replace appropriate tires or careful driving.

  7. 2019 Ford Edge

    KBB describes the Edge as a middle ground between compact crossovers and larger three-row SUVs, with cabin and cargo room while remaining more maneuverable than a bigger family SUV.

  8. 2018 Nissan Rogue

    KBB calls it a value-oriented compact SUV. Conventional and hybrid powertrains were available, so confirm the actual configuration rather than assuming from the model name.

  9. 2020 Mazda CX-3

    This is the smaller, sportier choice on KBB’s list. KBB reports Apple CarPlay and Android Auto became standard across the 2020 lineup.

  10. 2019 Hyundai Tucson

    KBB describes the Tucson as one of the newer model years on its list and a practical compact competitor. Check the trim and installed features on any vehicle you consider.

How do the 2026 category rankings differ?

iSeeCars’ 2026 rankings use different segments and a different method from KBB’s editorial shortlist. The site says its best-under-$15,000 rankings analyze over 330 million vehicles and combine reliability, resale value and safety. Its separate reliability ranking analyzes over 312 million vehicles. Those are publisher-reported dataset sizes and ranking estimates, not guarantees about all used SUVs or any particular car.

For reliability specifically, iSeeCars names the 2016 Honda HR-V its top subcompact at 8.4/10 and the 2016 Mazda CX-5 its top small/compact SUV at 8.0/10. Its reliability rating estimates dependability, useful lifespan and the chance of reaching 200,000 miles; it is not an assurance that a used example will reach that mileage. The Outback is classified as a small/compact SUV in this ranking, despite its wagon-like shape.

These results are useful cross-checks, not a single combined verdict: the publications use different categories and ranking approaches. A category leader is not automatically the best choice for every driver, budget or vehicle condition.

What safety evidence applies to a specific used SUV?

Safety is specific to model year, build date and equipment. IIHS’ used-vehicle guidance, updated May 27, 2026, lists qualifying vehicles based on stated crashworthiness and handling criteria. Its Best Choices also require qualifying automatic emergency braking performance and acceptable or good headlights. Check the exact model year and build details against the guidance rather than inferring a result from a nameplate.

IIHS lists the Mazda CX-5 for model years 2018–25, built after March 2018, and reports a $13,100 median retail price for the earliest applicable year. That median is based on Black Book data from April 2026; it is not a current nationwide offer, a guarantee that a particular CX-5 will fit the cap, or a safety score for every CX-5.

IIHS Research Scientist Rebecca Weast said on May 22, 2024: “It’s exciting to see crash avoidance tech like automatic emergency braking filtering through the fleet and into affordable used models, including many priced under $15,000,”. The quote describes a broader trend; it does not establish that any particular SUV in this list has automatic emergency braking.

How should you choose among these SUVs?

Start with the job the vehicle must do, then compare actual vehicles that meet your total budget and needs. No one model wins every category.

  • Passenger and cargo capacity: Consider the Highlander or Pilot if you need three rows; a compact model may be easier to park and sufficient for fewer passengers.
  • Weather and drivetrain: If winter traction is important, verify the vehicle’s drivetrain. The Forester’s AWD is standard according to KBB; AWD availability on other listed models depends on configuration.
  • Reliability evidence: Use rankings to identify candidates, not to substitute for the service history and condition of a particular car. Model-year differences matter, as shown by the 2018 CX-5 on KBB’s list and iSeeCars’ 2016 CX-5 reliability leader.
  • Safety equipment: Confirm the exact vehicle’s model year, build date, safety ratings and installed features. Do not assume a feature or rating carries across all trims or years.
  • Local total price: Compare asking prices in your area and leave room within the $15,000 vehicle-price limit for the costs of buying and preparing the car. KBB notes that local transactions and factors such as mileage, condition and trim affect price.

A vehicle-history check and independent pre-purchase inspection are reasonable steps before purchase. Have an inspection focus on the individual vehicle’s mechanical condition and signs of prior damage; neither a model ranking nor a clean-looking listing establishes that a used SUV is sound.

How much does the $15,000 cap mean in the current market?

Consumer Reports’ July 9, 2026 search-result summary put the average used-car listing price at $26,918. That is source-attributed market context, not an SUV-specific average or a measure of what every buyer will pay. A $15,000 ceiling therefore calls for attention to age, mileage, condition and local availability rather than assuming a named model will be easy to find at that price.
